Personnel Liaison - Public Rights Division

About the role

We are seeking a strong analyst and motivated self-starter to support the personnel needs of twelve sub-sections within the Public Rights Division (PRD) of the California Department of Justice (DOJ). The ideal candidate will collaborate with the DOJ’s Division of Administrative Support (DAS) on behalf of PRD's legal and professional staff, providing consultative and technical support to division management on hiring and various personnel matters.

Responsibilities

  • Research, interpret, and advise on best hiring practices, civil service statutes, and regulations while ensuring compliance with the California Department of Human Resources’ and DOJ Office of Human Resources’ (OHR) regulations and policies.
  • Provide analyses and recommendations on justification packages, classification and pay matters, position control, and funding inquiries.
  • Offer options and solutions to various levels of management and OHR.
  • Maintain detailed and accurate records, including organizational charts and historical data.
  • Collaborate with other DOJ units on a vast array of appointment and personnel functions.
  • Think strategically and proactively about the division's workload while carrying out critical executive support functions.

Qualifications

The most qualified candidate possesses excellent communication and organizational skills and understands the daily impact that dependable human resource representatives have on the workforce.

  • For Analyst II: Experience or qualifications equivalent to the Analyst I classification ranges (A, B, or C) and additional relevant experience.
  • For Analyst I:
    • Range A: Applies to individuals who do not meet the criteria for Range B or C.
    • Range B: Requires six months of satisfactory experience as an Analyst I (Range A) or Management Services Technician (Range B), or equivalent analytical experience outside State service.
    • Range C: Requires graduation from a recognized four-year accredited college or university, or 12 months of satisfactory Analyst I (Range B) experience, or 18 months of equivalent analytical experience outside State service.

Pay

  • Analyst II: $6,031.00 - $7,547.00 per month.
  • Analyst I:
    • Range A: $3,861.00 - $4,839.00 per month.
    • Range B: $4,181.00 - $5,233.00 per month.
    • Range C: $5,014.00 - $6,276.00 per month.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Current state employees or those with reinstatement rights will have salaries determined in accordance with applicable laws, rules, and regulations.

Schedule

Permanent, full-time position. Hybrid telework arrangement in Sacramento County.

Effective July 1, 2025, state employees are subject to temporary wage reductions in exchange for Personal Leave Program (PLP) accruals. The specific rate and hours earned vary by bargaining unit.
