Personnel Coordinator, Division Management

Job Duties and Responsibilities

  • Track and monitor vacancies for assigned bureaus/programs, including increased bureau staffing needs and recruitment activity.
  • Cookordination workforce planning and staffing needs with bureau leadership.
  • Prepare and submit all Personnel Action Requests (PARs), including New Hires, Separations, Transfers, Promotions, and Salary Adjustments.
  • Provide technical assistance and personnel support to assigned bureaus/programs on personnel-related matters.
  • Serve as liaison between the division, HR, hiring managers, and candidates throughout the recruitment and onboarding process.
  • Coordinate recruitment activities, including interview scheduling, candidate communications, and onboarding support.
  • Participate in interviews, manage rating sheets, and maintain recruitment documentation.
  • Track hiring activity, recruitment status, and staffing reports to ensure timely filling of vacancies.
  • Maintain bureau/program organizational charts and personnel records.
  • Develop and maintain reports, spreadsheets, and other staffing-related tracking tools.
  • Ensure compliance with personnel procedures, policies, and deadlines.
  • Aid with onboarding, offboarding, and other staff administrative functions.
  • Support divisional leadership with staffing analysis, special projects, and operational personnel needs.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Preferred Skills

  • Knowledge of Personnel Actions Triggering System (PATS) & CityTime.
  • Knowledge of NYC Personnel Policies and Procedures.
  • Excellent written, verbal, interpersonal, and organizational skills.
  • Knowledge of Microsoft Word, Excel, and Visio.
