Division Coordinator

About the role
The Manager VI leads the Division Coordination Office (DCO) under the general direction of the Director of System Support Services (SSS). Performs highly advanced managerial work directing the DCO team. Provides strategic leadership, coordination, and oversight of division‑wide projects, legislative initiatives, executive communications, reporting, workflow management, and organizational accountability functions. Serves as the central coordination point for executive priorities, special initiatives, and cross‑functional efforts that support division leadership and organizational objectives.
Responsibilities
- Manage the Division Coordination Office and provide strategic leadership, oversight, and accountability for division‑wide coordination, executive assignments, special projects, workflow automation initiatives, and cross‑division or cross‑agency efforts that support SSS leadership priorities (25%).
- Direct and prioritize the work of the Division Coordination Office, establishing roles, assignments, deadlines, tracking mechanisms, and escalation processes to ensure timely completion of leadership requests, Commissioner Tracking Assignments (CTAs), action memoranda, executive briefings, and other high‑priority deliverables (20%).
- Direct SSS communications and executive support functions, including executive memoranda, briefing materials, one‑pagers, reports, presentations, SharePoint content, internal and external communications, and division‑wide messaging; ensure products are accurate, consistent, and appropriately reviewed and approved (15%).
- Provide oversight and direction to the SSS Project Management Office, including project governance, intake and prioritization, portfolio management, project reporting, risk management, resource coordination, and delivery support for strategic and operational initiatives (10%).
- Coordinate and oversee legislative, policy, and government relations activities for SSS, including bill analyses, implementation planning, legislative reporting, inquiries, rule projects, statutory initiatives, policy and circular updates, and coordination with Government Relations and executive offices (10%).
- Lead division reporting, analytical, and decision‑support functions, including performance metrics, dashboards, audit and compliance tracking, operational planning, organizational reporting, Support Services Agreements, budget‑related reporting, exceptional item coordination, cost‑containment activities, and other recurring or ad‑hoc assignments (10%).
- Manage Division Coordination Office and S2 budgets in coordination with SSS leadership and the HHSC Chief Financial Officer and supervise assigned staff to ensure effective operations, accountability, and continuous improvement (10%).
Knowledge, Skills, and Abilities
- Understanding of local, state, and federal laws related to multiple HHS program areas.
- Familiarity with the Texas state legislative process and state budget processes.
- Project management expertise and leadership principles.
- Strong problem‑solving skills, including managing project workgroups and implementing projects.
- Ability to review and interpret statutes and regulations for impact on HHS programs and processes.
- Skill in preparing detailed reports and identifying performance measures using appropriate software.
- Excellent oral and written communication, public speaking, and facilitation abilities.
- Capability to develop and communicate a vision aligned with business strategy and to motivate staff.
- Experience communicating with executives, elected officials, and external stakeholders.
- Analytical ability to evaluate reports, devise creative solutions, visualize data, and produce dashboards.
- Effective management of multiple competing priorities and complex workloads.
- Talent for explaining complex concepts to business leaders and the workforce.
Qualifications
- Minimum 5 years of progressively responsible experience in executive operations, project management, policy/legislative coordination, organizational administration, or a closely related area.
- Experience leading and managing professional staff, teams, programs, or organizational functions.
- Experience coordinating executive‑level initiatives, assignments, or operations.
- Experience developing, reviewing, or coordinating executive communications and reports.
- Experience collaborating across multiple divisions, agencies, or stakeholder groups to achieve objectives.
- Preferred: Experience with Texas state government, HHSC, DSHS, DFPS, or another large public‑sector organization.
- Preferred: Experience supporting legislative processes, bill analysis, implementation planning, or government relations activities.
- Preferred: Experience developing dashboards, performance metrics, or executive reporting tools.

Pay
Salary range: $7,015.16 – $9,166.67 per month, paid monthly. Salary will be set per budget limits, HHSC starting salary guidelines, and within the posted range.
Schedule
- Full‑time, regular position; day shift.
- Hybrid telework schedule possible with required on‑site work at the HHS North Austin Complex; telework subject to change based on business needs.
- Some flexibility in hours may be required, including occasional extended hours.
