Department Overview
The U.S. Department of State (DoS), Bureau of the Comptroller and Global Financial Services, Charleston, Resource Management (RM) requires a Compensation Technician to perform compensation support in the office of Locally Employed Payroll. Locally Employed Staff Payroll (LE) provides compensation services to Locally Employed (LE) staff at U.S. Embassies and Missions worldwide. LE Payroll support is managed in Charleston, South Carolina and Bangkok, Thailand, handling a highly complex compensation environment for LE Staff in 180 countries and 140 currencies. Services include:

LE Payroll services employees through 180 separate local compensation plans representing labor and employment laws of host countries and applicable U.S. and Department of State laws, regulations, and policy. The primary goal is to provide world-class compensation services to Locally Employed Staff customers.
Responsibilities
- Supports and promotes the CGFS quality policy and maintains required QMS records for assigned posts (e.g., country specifics).
- Demonstrates comprehension of applicable metrics and their performance measures.
- Participates in the development of QWI, forms, and reference documents within the LE QMS.
- Adheres to LE policies to ensure only current and approved QWIs are used, preventing nonconformities.
- Proactively monitors, develops, documents, and implements continuous improvements.
- Establishes and maintains master payroll records for individual employees in assigned countries in both the Locally Employed Payroll system and the LE Payroll document imaging system (DIS).
- Verifies authenticity and conformance of employee information with local compensation plan guidelines and office procedures, performing necessary calculations and adjustments.
- Ensures effective and timely customer service, processing all documents and actions by the second Tuesday of the current pay period.
- Tracks incoming Time and Attendance (T&A) for assigned posts, ensuring proper monitoring, transmission, upload, and processing.
- Audits, corrects, and maintains T&A report documentation for assigned posts.
- Resolves timeliness and content issues regarding missing, late, or inaccurate T&A submissions.
- Learns, understands, and operates all Locally Employed Payroll systems, functional procedures, and Directorate policies.
- Investigates and comprehends post compensation and leave plans to resolve concerns.
- Accurately and timely calculates and processes severance and termination/final payments.
- Serves as the main point of contact with post payroll and personnel liaison(s) to resolve LE employee pay/personnel issues.
- Resolves internal and external inquiries concerning payroll issues promptly and courteously.
Requirements
- High school diploma with experience working in financial or payroll automated systems, such as PeopleSoft.
- Ability to create and work with spreadsheets and/or databases.
- Organized, analytical, with strong problem-solving, leadership, customer service, and interpersonal skills.
- Strong attention to detail and excellent communication skills (verbal and written).
- Performs complex payroll processing activities for employees located domestically and overseas, including Retirees, Foreign Service Nationals, and Foreign Service Officers.
- Works independently and assists senior analysts with workflow analysis, procedures development, project management, and auditing.
- Researches relevant facts, conducts interviews, compiles results, and prepares supporting documentation.
- Assists in developing new procedures, revising existing procedures, and optimizing work assignments.

Pay
Starting salary range between $45,000 - $48,200.
Schedule
- Full-time, 40 hours per week.
- Work hours between 6:00 am - 6:00 pm with flextime available.
- Core working hours: 9:45 am - 2:45 pm.
- Non-compensated 30-, 45-, or 60-minute lunch Monday through Friday.
- Additional hours may be required and must be authorized by Program Manager and DoS Management.

- This position supports a government contract and is subject to government agency rules and management.
- All contractors must be able to obtain a Secret security clearance.
