Responsibilities

• Demonstrate understanding and adherence to Keolis Commuter Services (KCS) principles of Employee Engagement, Operational Excellence, Safety & Security, and Economic Performance.
• Provide governance for the operational safety compliance plan with respect to health and safety requirements as required within the contract.
• Develop an inspection schedule targeting OSHA 1910 regulations and first aid supplies.
• Inspect and evaluate workplace environments, equipment, and practices to ensure compliance with OSHA 1910 & 1926 safety standards and regulations.
• Conduct Job Hazard Analyses for the Mechanical and Engineering Departments.
• Maintain inventories of hazardous materials.
• Assist in the development and retention of health and safety content for safety-related training.
• Maintain expert-level knowledge in Department of Labor regulations directly impacting health and safety.
• Ensure all facilities have emergency evacuation plans and conduct training/drills.
• Investigate health-related complaints and participate in accident/incident investigations, preparing reports within required timelines.
• Participate in the on-call roster (24 hours every 6-12 days); some out-of-office hours may be required.
• Assist in the management of KCS safety-related community engagement activities, including Operation Lifesaver volunteers and events, as well as budget and materials procurement.
• Assist Systems Safety Senior Managers in the governance for operational risk management, including the conduct of risk assessments.
• Assist with guidance for operational change management processes and review change management plans with business units.
• Represent safety at various meetings, including safety committees and calls.
• Develop and maintain trust-based, constructive working relationships with leadership and management of business units.
• Liaise with specialists such as industrial hygienists.
• Publish safety culture communications (e.g., bulletins/flashes).

Requirements

• 3+ years operational experience in an Environmental, Health, and Safety (EHS) role or within a rail organization.
• Demonstrated understanding of systems safety concepts.
• 30hr OSHA 1910 or 1926 Certification (both preferred).
• Understanding of the operational implications of theoretical concepts such as safety culture through knowledge of FRA, CFR, and OSHA regulations.
• Able to interpret state and federal regulatory governance.
• Proficient in Microsoft Word, Excel, and Outlook.
• Competent in Microsoft Teams, PowerPoint, and Adobe.
• Safety program management and delivery.
• Effectively communicate safety strategy and direction with business units.
• Maintain effective relationships with external stakeholders.
• Assist in the investigation of Department of Labor issues.
• Able to interpret operational direction in a safety context across departments.
• Behave in a manner that supports the principles of ‘just’ and ‘learning’ cultures, advancing our safety culture.
• Judge tasking requirements to effectively manage time.

Pay

Salary Range: $95,000-$103,500

Employment contingent upon passing pre-employment drug and alcohol screen, receiving a favorable background check, and passing a physical examination.
