Requirements

  • A Bachelor's degree or higher in business administration, marketing, public relations, journalism, communications, or related field, and three (3) years of professional marketing, public information, or customer relations program experience.
  • Some positions may require a Texas Class "C" Driver's License or equivalent from another state.

Positions requiring a CDL or positions of a safety-sensitive nature are subject to drug and alcohol testing in accordance with federal regulations.

Applicants with foreign diplomas, transcripts, and degrees must have all documents translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) prior to submitting them.

Responsibilities

Under general direction, plan, coordinate and manage the marketing, public information and customer relations for a program or department within the City.

  • Plan, develop and implement a marketing program for assigned department:
    • Conduct market research through focus groups, surveys and other means to assess community needs and evaluate effectiveness of programs.
    • Promote existing services through various media including news releases, flyers, posters, television spots, and other venues.
    • Prepare and distribute news releases, brochures and other promotional materials.
    • Serve as liaison to community groups and organizations.
  • Create, implement and market new programs and services:
    • Develop marketing plan for new programs and services.
    • Conduct public outreach through instruction and by participating in public meetings, visiting civic organizations, schools, businesses and other entities.
    • Oversee the design and layout of in-house and outsourced advertising and promotion materials.
    • Develop and implement special events designed to promote new services and programs.
  • Manage and respond to customer and news media inquiries, comments and complaints:
    • Provide requested information to public as appropriate.
    • Research, resolve and respond to customer complaints.
    • Serve as spokesperson for department in cooperation with department head.
    • Prepare and deliver presentations to a variety of groups.
    • Coordinate department events such as promotions.
  • Supervise assigned personnel and manage marketing budget:
    • Schedule, assign, set standards for and review work.
    • Appraise employee performance.
    • Provide for training and development.
    • Enforce personnel rules and regulations and work behavior standards firmly and impartially.
    • Prepare or assist in preparation of annual budget request within proposed program.
    • Monitor and approve operating expenses.

  • Vacation Leave:

    • >15 or more years of service: 20 days (6.16 hours per biweekly pay period for 40-hour/week employees).
  • Sick Leave: Accrued in accordance with the Rules of the Civil Service Commission.
  • Accident with Pay Leave: Applies to occupational injuries and diseases.
  • Pregnancy Leave: Treated the same as any other temporary physical disability.
  • Legal Holidays:
    • New Year's Day, Martin Luther King Holiday, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, Christmas Day, Employee's Birthday.
    • Additional holidays may be designated by City Council.
