MANAGEMENT & PROGRAM ANALYST.
About the Role
This position involves performing quantitative and qualitative analysis to determine, validate, and anticipate civilian manpower requirements for budget decisions based on available and future funding and resources.
Responsibilities
- Translate authorizations into a demand signal for hiring, recruitment, training, and budgeting.
- Review proposals to establish, discontinue, consolidate, transfer, or regroup organizational units to assess effects on existing policies.
- Prepare updated organizational charts and functional statements, coordinating required actions for approval.
- Ensure timely execution of tasks and achievement of milestones for manpower functions, including analysis and supporting justifications.
- Explain to managers the philosophy, basis, objectives, and procedures of new or changed management systems or techniques.
- Discuss administrative and operational challenges and methods related to management processes.
- Serve in organizational structure studies, surveys, and reviews.
- Design and lead management studies to evaluate structural concerns and objectives related to the civilian workforce.
- Review available guidance, previous studies, performance standards, cost elements, data mining studies, and manpower requirements.
- Ensure technical accuracy and compliance with human resource policies by preparing personnel actions.
- Deliver analysis on program nuances for the DoD Defense Performance Management Appraisal Program (DPMAP) enterprise-wide.
- Administer the organization's civilian training requirements budget.
Requirements
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees must successfully pass the E-Verify employment verification check.
- Current federal employees must serve at least one year at the next lower grade level (time-in-grade requirement).
- Appointment of retired military members within 180 days of retirement is subject to 5 U.S.C. 3326.
- Males born after December 31, 1959, must be registered for Selective Service.
- Must obtain and maintain an interim and/or final Secret security clearance.
- Must successfully complete a pre-appointment physical examination.
- May require travel to CONUS and OCONUS locations, including remote or isolated sites, via military or commercial aircraft for extended periods.
- Must obtain and maintain a current valid United States driver’s license.
- This position requires rotating shift work.
Qualifications
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent private/public sector experience. Specialized experience includes applying analytical and evaluative techniques to measure the effectiveness, efficiency, and productivity of administrative and technical programs.
For GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent private/public sector experience. Specialized experience includes analyzing and evaluating procedural or factual issues to assist in developing solution recommendations.
Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training.
Education
For GS-11: In lieu of specialized experience, you may qualify with:
- A Ph.D. or equivalent doctoral degree; or
- Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree; or
- An LL.M. (if related to the position); or
- A combination of experience and graduate education equating to one year of experience.
For GS-9: In lieu of specialized experience, you may qualify with:
- A master's or equivalent graduate degree; or
- Two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree; or
- An LL.B. or J.D. (if related to the position); or
- A combination of experience and graduate education equating to one year of experience.
