Responsibilities

  • Leads change management activity across business lines within the Regional Office (RO), focusing on implementing changes to business processes, systems, technology, and job roles.
  • Creates and implements change management plans that maximize employee engagement, drive faster adoption, greater utilization, and higher proficiency on changes impacting employees and the agency.
  • Influences others to move toward VBA's common vision and goal.
  • Assists the RO Director in assessing priorities, training, and resource needs to meet program objectives through stakeholder communication, relationship management, and organizational change management strategies.
  • Serves as liaison between the Implementation Center (IC) and the RO, making recommendations that may influence VBA policy and strategic plan direction.
  • Develops a change management strategy including a communication plan, implementation roadmap, coaching plan, training plan, and resistance management plan.
  • Provides advice and guidance to station management in achieving the RO's objectives.
  • Partners with project management teams, OI&T, the IC, and business lines to develop change management plans for each project.
  • Evaluates and influences rollout timing and scope to suit business needs.
  • Ensures appropriate business lines are engaged in change management planning and provides input to project implementation plans.
  • Supports management on significant issues such as policies, goals & objectives, internal controls, and preparation of priority reports.
  • Assists or performs evaluations of systematic analysis of operations to determine quality and management factors across program areas.
  • Conducts the strategic communications program for the Regional Office, developing and providing guidance on public affairs, internal communications, and liaison activities with Veterans' service organizations, congressional staffs, community groups, and professional organizations.

Requirements

Qualifications

Time-in-Grade Requirement

  • For a GS-11 position, you must have served 52 weeks at the GS-09 level.
  • For a GS-12 position, you must have served 52 weeks at the GS-11 level.

An SF-50 showing your time-in-grade eligibility must be submitted with your application materials.

Minimum Qualification Requirement

GS-11 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-09 level, demonstrating progressively responsible analytical, organizational, and consultative skills in support of organizational effectiveness initiatives. Experience must reflect competency in at least two of the following areas:

  • Diagnosing organizational issues: Assisting in identifying operational, structural, or process-related problems; gathering and analyzing relevant data; contributing to recommendations for improvement.
  • Building collaborative working relationships: Supporting engagement efforts with individuals at various levels; facilitating communication and cooperation across teams.
  • Supporting mission, vision, and goal development: Contributing to discussions or working groups focused on defining or refining organizational mission, vision, values, and strategic goals.
  • Participating in business process or system design: Assisting in the development or revision of business processes, workflow models, job roles, or supporting technologies.
  • Assisting with implementation of organizational initiatives: Supporting rollout of new strategies, programs, or processes; contributing to action plans; assisting with training or communication materials.

Education Substitution: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree (or LL.M., if related) from an accredited institution. Transcripts required.

Combination of Education and Experience: A combination of education and experience may be used to qualify if the total equals 100% of the requirement.

GS-12 Grade Level

Specialized Experience: One year of specialized experience equivalent to the GS-11 level, demonstrating advanced proficiency in organizational analysis, strategic planning, and change implementation. Experience must include at least two of the following areas:

  • Diagnosing organizational issues at a strategic level: Leading or independently conducting assessments to identify operational or systemic problems; analyzing complex data to determine root causes; formulating evidence-based recommendations.
  • Building and sustaining collaborative relationships: Establishing productive partnerships with stakeholders; facilitating cross-functional collaboration; advising leadership on engagement strategies.
  • Developing and articulating mission, vision, and organizational goals: Leading or contributing significantly to strategic planning efforts; translating priorities into actionable objectives.
  • Designing and improving business processes, systems, or job roles: Leading efforts to design, refine, or evaluate business processes, workflows, technologies, or organizational structures.
  • Implementing organizational initiatives: Planning and executing implementation strategies; developing training, tools, or communication products; advising management and staff to support adoption.

Note: There is no educational substitution at this grade level.

Additional Information

  • Volunteer Experience: Includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps).
  • Full vs. Part-Time Employment: Full-time is considered at least 35 hours per week. Part-time experience is credited on a pro-rated basis.

Schedule

  • Work Schedule: Full-time, Monday - Friday, 8:00 am - 4:30 pm.
  • Compressed/Flexible: Not available.
  • Telework: Eligible for situational (ad hoc) telework only; requires supervisory approval and reporting to the official duty station each scheduled workday.
  • Virtual: This is not a virtual position.

Physical Requirements

The work is primarily sedentary. Some walking is required for related tasks.
