This position is a national security role that may require access to classified information. A favorable suitability review and security clearance are required as a condition of employment. Failure to maintain security eligibility may result in termination.

Responsibilities

  • Participates and executes all aspects of agency-level programs within cost, resource management, schedule, performance, and/or system supportability requirements.
  • Provides guidance to sites on policies and procedures of the respective program.
  • Refines existing work methods and techniques for application to the analysis of specific issues or resolution of problems.
  • Identifies operational and resource management requirements, assesses impact on assignments, and develops recommendations for changes and revisions as appropriate.
  • Develops tools, templates, Standard Operating Procedures (SOPs), etc. for site use to ensure effective execution of program objectives.

Requirements

  • Must be a U.S. Citizen.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for Federal employment.
  • Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • New employees will be required to successfully pass the E-Verify employment verification check.
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service is required. Specialized experience is defined as:
    • Providing program analysis and business management support to senior management within an organization.
    • Applying quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational and project operations.
    • Working independently and with a team of individuals on developing and implementing projects that impact multiple offices.

Additional Information

  • Moving expenses will be paid. The Tax Cuts and Jobs Act of 2017 makes certain reimbursements/payments taxable.
  • Telework availability is limited and provided only on a rare case-by-case basis.
  • This announcement may be used to make a temporary promotion, which could become permanent without further competition.
  • Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment.
  • As a condition of employment, a 1-year probationary period may be required.
  • This position is exempt from the Fair Labor Standards Act.
  • Travel requirement is seldom.
  • This position is not covered by a bargaining unit.
  • Employment of retired Federal employees receiving an annuity is subject to DoD policy guidance.
  • Security designation will vary and may require a secret clearance or higher. Employment requires a background investigation which may delay the starting date.
  • Criminal history inquiries may not take place before receiving a conditional job offer for some positions.
