Responsibilities
- Reviews and studies laws, VA administrative issues, and special instructions to determine their effect on organizational alignment, work methods, and procedures.
- Conducts comprehensive Manpower Utilization Surveys using ingenuity, original thinking, inventiveness, and independent judgment.
- Develops and composes Regional Office publications governing station management policies and procedures as assigned.
- Participates in the planning of Regional Office space acquisition and alterations.
- Aids management in developing budget estimates by referring to prior year data, compiling information, and completing the various documents for the station budget plan.
- Monitors, interprets, and analyzes data available through VBMS, EPR, WATRS, Tableau, WIT, and other systems to validate correct reporting, analyze trends, and suggest improvements in managerial and operational effectiveness.
- Prepares and interprets statistical data for Quarterly Management briefings, site visits, Trip Packs, and other reports.
- Coordinates the reports control system to ensure completed, accurate, and timely submission of all reports.
- Supports divisional management on significant issues including policies, Division goals and objectives, internal controls, and the preparation of priority reports to the Director, VA Central Office, and Office of Field Operations.
- Reviews all new directives from all sources and advises the Director's Office regarding the impact on Division programs and how to implement the new requirements.
- Reviews existing circulars, directives, and other publications to ensure compliance with applicable Division, Regional Office, VBA, and VA policies and procedures.
- Serves on station committees as assigned.
- Completes ad hoc assignments as required, often of a general, unstructured, but priority nature.
- May be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
