About the Role

This position involves analyzing and managing district manpower resources to ensure alignment with authorized positions, workload demands, and funding levels. The role serves as the focal point for manpower-related activities, including coordination with higher headquarters and management of support agreements.

Responsibilities

  • Analyze and manage district manpower resources, ensuring alignment with authorized positions, workload demands, and funding levels.
  • Recommend and coordinate manpower adjustments based on program changes, staffing needs, and budget constraints.
  • Interpret and communicate manpower guidance from Southwest Division (SWD) and Headquarters US Army Corps of Engineers (HQUSACE) to district leadership and staff.
  • Maintain manpower controls for military and civilian positions across Army Management Structure and Civil Works appropriations.
  • Review manpower requests, assist organizations with justification development, and recommend approval or adjustment.
  • Coordinate with SWD and HQUSACE on requests for additional manpower authorizations.
  • Serve as the district focal point and program agreements manager for all support agreements.
  • Manage and maintain the Integrated Manning Document (IMD) as the official manpower record.
  • Process Requests for Personnel Actions (RPAs) ensuring actions align with authorized manpower positions.
  • Monitor manpower utilization, including contract employees and interns.
  • Coordinate and document organizational changes, including preparation of permanent orders and required approvals from stakeholders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 2 certified position.
  • Temporary Duty (TDY) travel requirement of up to 10% of the time.
  • U.S. citizenship is required.
  • One year probationary period is required for new federal employees.
  • Direct deposit of pay is required.

Qualifications

To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Specialized Experience: One year of specialized experience that includes at least 2 of the following duties:

  • Reviewing organizational processes to ensure compliance with manpower policies and regulations;
  • Maintaining manpower information within an automated system;
  • Reviewing trading partner agreements for completeness and accuracy.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLM (if related), in a field such as business administration/management, human resources management, or finance.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Foreign Education: If using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program.

Additional Information

  • This position requires compliance with the Department of Defense Financial Management Level 2 Certification program. Failure to obtain this certification within the required time may result in adverse action.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • This position is designated as Career Field 11.
  • Salary includes applicable locality pay or Local Market Supplement.
  • Permanent Change of Station (PCS) allowances may be authorized, subject to provisions of the Joint Travel Regulations and agency determination.
  • Relocation or recruitment incentives may be authorized.
