Management Analyst (Director Office).
Management Analyst position in the Director’s Office with promotion potential to GS-12.
Responsibilities
- Develop recommendations for improvements in administrative operations to promote efficiency and cost savings.
- Provide higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations.
- Participate in discussions, meetings, conferences, and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, investigate facts, present conclusions, recommendations, and alternatives, obtain concurrence, develop alternate courses of action, and mutually resolve problems.
- Advise management on unique conditions and issues affecting administrative activities; provide guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
- Handle correspondence and sensitive employee and labor relations issues, including local negotiations, grievance responses, and disciplinary/performance action drafts and files. Act with extreme confidentiality and discretion on highly sensitive matters such as disciplinary actions and management strategy in labor negotiations.
- Provide local advice and prepare memos for the Director regarding labor management issues, master agreement discrepancies, and management’s position on changes in working conditions or conditions of employment within the Regional Office.
- Maintain all records and timetables concerning Master Agreement matters for the Director’s Office.
Requirements
- U.S. citizenship is required.
- Selective Service Registration is required for males born after 12/31/1959.
- Subject to a 1-year probationary period; continued employment is contingent on certification that it advances the public interest.

Qualifications

Time-in-Grade Requirement
- For a GS-11 position, you must have served 52 weeks at the GS-09 level.
- For a GS-12 position, you must have served 52 weeks at the GS-11 level.
- If you are a current VBA employee outside the commuting area seeking reassignment or change to lower grade, you must currently hold the GS-11 (or higher) with promotion potential to at least GS-12.
- An SF-50 showing your time-in-grade eligibility must be submitted with your application materials.
Specialized Experience
GS-11: One year of specialized experience equivalent to at least the GS-09 level, including:
- Broad knowledge of pertinent laws, regulations, policies, and precedents affecting processes and operations.
- Intermediate experience conducting detailed analyses of complex issues.
- Understanding of organizational principles and project management.
- Proficiency in information exchange methods such as writing, presenting, and utilizing various social media platforms.
OR Education (GS-11):
- Ph.D. or equivalent doctoral degree, or successful completion of three years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related, from an accredited college or university.
- One year of full-time graduate education is considered the number of credit hours the school determines to represent one year of full-time study (or 18 semester hours if the school’s determination is unavailable).
- Part-time graduate education is creditable in proportion to its relationship to a year of full-time study.
- Transcripts are required if basing qualifications on education.
OR Combination (GS-11):
- Combination of successfully completed post-high school education and experience may be used to meet total qualification requirements, computed by determining the applicant’s total qualifying experience as a percentage of the experience required, and education as a percentage of the education required, with the total equaling at least 100%.
- Only graduate education in excess of the amount required for the next lower grade level may be used.
GS-12: One year of specialized experience equivalent to at least the GS-11 level, including:
- Comprehensive knowledge of pertinent laws, regulations, policies, and precedents affecting processes and operations.
- Extensive experience conducting detailed analyses of complex issues.
- Mastery of organizational principles and project management.
- Expert skills in information exchange utilizing various software, technological, and social media platforms.
Combining Education & Experience:
- If you do not fully meet the length of experience and education described for a specific grade level, the two can be combined to total 100% of the requirement.
Volunteer Experience: Includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Physical Requirements: The work is primarily sedentary, though some slight physical effort may be required.
Schedule
- Work Schedule: Full-time, Monday to Friday, 8:00 AM to 4:30 PM.

- Telework: Eligible for situational (ad hoc) telework only; must report to the official duty station each scheduled workday. Routine or recurring telework is not authorized.
