About the role

The contractor shall provide specialized legal and technical writing support to the Office of the Chief Counsel (OCC) primarily in support of Cyber Incident Reporting for Critical Infrastructure Act- (CIRCIA) related initiatives. This is a hybrid position that requires living within commuting distance from Arlington, VA.

Responsibilities

  • Draft, edit, and review legal documents for accuracy, clarity, grammar, style, and compliance with legal citation standards (Bluebook) and for consistency with OCC and other Departmental requirements.
  • Draft and revise legal guidance, internal policies, and procedures to ensure consistency, clarity, and adherence to OCC standards.
  • Assist OCC attorneys and subject matter experts in developing and refining written materials for regulatory, compliance, and statutory purposes.
  • Ensure all documents meet CISA, OCC, CIRCIA and document drafting handbook formatting, style, and compliance requirements, including proper legal citations and references.
  • Prepare and edit responses to internal and external taskers, ensuring legal accuracy and completeness.
  • Support OCC in the preparation and review of materials for regulatory submissions, stakeholder communications, and official correspondence.
  • Maintain and update legal documentation to reflect changes in laws, regulations, or policies relevant to CIRCIA.
  • Provide quality assurance and technical and legal editing for all CIRCIA-related documents, including legal memoranda, regulatory guidance, and official communications.
  • Collaborate with OCC attorneys, CIRCIA Program Management Office (PMO) staff, and other stakeholders to gather information, verify guidelines, and ensure the accuracy and integrity of legal documents.
  • Organize briefing materials and action items for OCC staff, leadership, and client program offices, ensuring legal compliance and proper documentation.
  • Manage records in accordance with DHS Records Management Policy, including legal filings, scheduling, and archiving of documents.

Qualifications

  • Masters Degree plus 8 years experience OR Bachelors Plus 10 years experience
  • Education must be in the following Fields: Law or Pre Law or Public Affairs, or Government or Political Science.
  • Demonstrated experience in legal writing and editing, preferably in a government or regulatory environment.
  • Mastery of legal citation standards (Bluebook) and legal document formatting.
  • Strong research, analytical, and writing skills with attention to detail and accuracy.
  • Ability to collaborate with attorneys and subject matter experts to produce high-quality legal documents.
  • Must have secret clearance.

Pay

Pay Range $135,000 - $143,000
