About the role

Leads the project engineering and coordination effort on a wide range of engineering, execution planning, tender preparation and permitting activities pursued as part of project development for Concept Selection, Pre-FEED and FEED, Engineering and Construction. Supports the Project Manager on all aspects of the project management/development activities.

Responsibilities

  • Deliver assigned projects safely and cost effectively.
  • Develop Project Execution Plans and other key project development deliverables, making use of other function expertise (Construction, Quality, HSE, C&P, etc.) within NDD.
  • Develop Contracting and Procurement Strategies making use of C&P expertise and aligning market intelligence.
  • Review the validity/acceptability of contractors' multi-discipline engineering submittals to meet Project Execution Plans, Contract requirements, Company procedures, technical specifications, and project execution best practices; guide contractors as appropriate.
  • Coordinate activities with involvement of other Company directorates and NDD functional departments on information/data gathering, alignment of strategies/best practices to be applied on projects, engineering solutions required for developing the project, and better definition of the scope.
  • Monitor progress and performance of all contractors involved, ensuring their alignment on inputs/outputs, timing for deliverables, consistency of the basis, assumptions and information used.
  • Act as a focal point and common interface for consolidating and fully reflecting all elements of the project concept in key concept documents, drawings, and philosophies; ensure consistency across the entire spectrum of deliverables.
  • Provide technical support; liaise with all relevant directorates, departments and company management to ensure proper coordination of project development.
  • Take part in and lead the effort of preparing ITT packages (FEED, engineering, equipment and/or construction), developing bidder evaluation criteria, coordinating market intelligence or technical queries, conducting tenders and putting forward recommendations with assessment results.
  • Create and validate responses to TQ, CRs, Technical notes, NCRs as required.
  • Coordinate the effort for developing tender packs for permit application packages and survey contracts.
  • Contribute to the development of Vendor Development and Local Content Development Plans and input the impact to Project Execution Plan and contracting strategy for the execution phase of the project.
  • Handle all issues/queries raised by other disciplines and contractors.
  • Coordinate and arrange all required project reviews, checkpoints, validations, technical reviews and endorsements by CoV or independent reviewers (e.g. IPA).
  • Manage and control change in scope, cost and schedule.
  • Implement Risk Management process on assigned projects and ensure all key risks have an appropriate mitigation strategy in place.
  • Implement HSE Management System requirements in engineering and procurement activities.
  • Identify and effectively manage key project interfaces.
  • Assure that the adequate level of communication and cooperation is set and maintained with other functions within Company as well as local authorities.
  • Manage performance of Engineering/Construction Contracts, ensuring sustained high performance on HSE, scope delivery, cost and schedule.
  • Certify timesheets and related invoices of involved contractors.
  • Close-out assigned projects including as-building and updating operating documents as required.
  • Conduct Lesson Learned reviews throughout the project life cycle to apply and capture lessons.

Qualifications & Experience

  • University degree in engineering discipline.
  • Minimum of 6–8 years of experience in the Oil & Gas industry in a Project Engineering role.
  • Minimum of 3 years of experience in a leading role on major projects.
  • Experience in project development of Oil & Gas projects in both offshore and onshore environments.
  • Experience in planning, budgeting and cost control.
  • Knowledge/experience of addressing permit applications and local content development aspects.

Skills

  • Good interpersonal skills, leadership qualities, communication and problem solving skills.
  • Experience in Concept Select, FEED and Execution phases of Oil & Gas projects.
  • Ability to analyze and verify effectively, assimilate technical issues and develop means for problem solving.
  • Ability to integrate into a team environment focusing on project deliverables completion.
  • Ability to liaise with equipment vendors and interface with in-house technical specialists and other engineering disciplines.
  • Ability to work effectively with engineering, fabrication/construction contractors and interface management with Company specialists.
  • Ability to write technical/process reports.
  • Capability to work on multiple tasks simultaneously under time-constrained conditions.
  • Proactive approach to decision making.
  • Full understanding of the importance of planning and executing projects.
  • Demonstrate leadership and personal commitment in HSE.
  • Proficient with computers (Microsoft Word, Excel, PowerPoint, Outlook and Project).
  • Fluent in written and spoken English language.
  • Overseas work or study experience would be an advantage.
