About the Role
Leads the project engineering and coordination effort on a wide range of engineering, execution planning, tender preparation, and permitting activities pursued as part of project development for Concept Selection, Pre-FEED, FEED, Engineering, and Construction.
Responsibilities
- Deliver assigned projects safely and cost-effectively.
- Develop Project Execution Plans and other key project development deliverables, utilizing expertise from other functions (e.g., Construction, Quality, HSE, C&P) within NDD.
- Develop Contracting and Procurement Strategies, leveraging C&P expertise and aligning market intelligence.
- Review the validity and acceptability of contractors’ multi-discipline engineering submittals to meet Project Execution Plans, contract requirements, company procedures, technical specifications, and project execution best practices; guide contractors as appropriate.
- Coordinate activities with other company directorates and NDD functional departments for information/data gathering, alignment of strategies/best practices, engineering solutions, and scope definition.
- Monitor progress and performance of all contractors, ensuring alignment on inputs/outputs, timing for deliverables, and consistency of basis, assumptions, and information used.
- Act as a focal point and common interface for consolidating and reflecting all elements of the project concept in key documents, drawings, and philosophies, ensuring consistency across deliverables.
- Provide technical support and liaise with relevant directorates, departments, and company management to ensure proper project development coordination.
- Lead the preparation of ITT packages (FEED, engineering, equipment, and/or construction), develop bidder evaluation criteria, coordinate market intelligence or technical queries, conduct tenders, and provide recommendations with assessment results.
- Create and validate responses to Technical Queries (TQ), Change Requests (CRs), Technical Notes, and Non-Conformance Reports (NCRs) as required.
- Coordinate the development of tender packs for permit application packages and survey contracts.
- Contribute to Vendor Development and Local Content Development Plans, assessing their impact on the Project Execution Plan and contracting strategy for the execution phase.
- Handle issues/queries raised by other disciplines and contractors.
- Coordinate and arrange all required project reviews, checkpoints, validations, technical reviews, and endorsements by Company Validation (CoV) or independent reviewers (e.g., IPA).
- Manage and control changes in scope, cost, and schedule.
- Implement the Risk Management process on assigned projects, ensuring all key risks have appropriate mitigation strategies.
- Implement HSE Management System requirements in engineering and procurement activities.
- Identify and effectively manage key project interfaces.
- Ensure adequate communication and cooperation with other company functions and local authorities.
- Manage performance of Engineering/Construction Contracts, ensuring sustained high performance in HSE, scope delivery, cost, and schedule.
- Support the Project Manager on all aspects of project management and development activities.
- Certify timesheets and related invoices of involved contractors.
- Close-out assigned projects, including as-building and updating operating documents as required.
- Conduct Lesson Learned reviews throughout the project lifecycle to capture and apply lessons.
Requirements
- University degree in an engineering discipline.
- A minimum of 6-8 years of experience in the Oil & Gas industry in a Project Engineering role.
- A minimum of 3 years of experience in a leading role on major projects.
- Experience in project development of Oil & Gas projects in both offshore and onshore environments.
- Experience in planning, budgeting, and cost control.
- Knowledge/experience in addressing permit applications and local content development aspects.
Skills

- Experience in Concept Select, FEED, and Execution phases of Oil & Gas projects.
- Ability to analyze, verify, and assimilate technical issues, developing solutions for problem-solving.

- Ability to liaise with equipment vendors and interface with in-house technical specialists and other engineering disciplines.
- Ability to work effectively with engineering, fabrication/construction contractors and manage interfaces with company specialists.
- Ability to write technical/process reports.
- Capability to work on multiple tasks simultaneously under time-constrained conditions.
- Proactive approach to the decision-making process.
- Full understanding of the importance of planning and executing projects.
- Demonstrate leadership and personal commitment to HSE.
- Proficient with computers (Microsoft Word, Excel, PowerPoint, Outlook, and Project).
- Fluent in written and spoken English.
- Overseas work or study experience would be an advantage.
Schedule
5/2 work schedule (5 days on, 2 days off).
