About the role
The Wastewater Compliance & Pretreatment Specialist is responsible for ensuring the City of Kingman’s compliance with all federal, state, and local regulations related to wastewater treatment and pretreatment programs. This position oversees the industrial pretreatment program, conducts inspections, monitors compliance, and works with industrial users to ensure adherence to environmental standards.
Responsibilities
- Administer and enforce the City’s Industrial Pretreatment Program in accordance with the Clean Water Act, Arizona Department of Environmental Quality (ADEQ) regulations, and local ordinances.
- Conduct inspections of industrial and commercial facilities to ensure compliance with pretreatment standards and regulations.
- Review and approve industrial user permits, self-monitoring reports, and compliance data.
- Investigate and respond to complaints related to wastewater discharges, spills, or violations.
- Develop and implement enforcement actions, including notices of violation, administrative orders, and penalties for non-compliance.
- Coordinate with the Arizona Department of Environmental Quality (ADEQ), Environmental Protection Agency (EPA), and other regulatory agencies.
- Prepare and submit required reports to regulatory agencies, including the National Pollutant Discharge Elimination System (NPDES) permit reports.
- Provide technical assistance and training to industrial users, city staff, and the public on pretreatment requirements and best practices.
- Monitor and evaluate the performance of the wastewater treatment plant to ensure compliance with discharge limits.
- Maintain accurate records of inspections, violations, enforcement actions, and correspondence.
- Assist in the development and revision of city ordinances, policies, and procedures related to wastewater compliance.
- Participate in emergency response activities related to wastewater spills or environmental incidents.
Requirements
- Bachelor’s degree in Environmental Engineering, Civil Engineering, Environmental Science, Chemistry, Biology, or a related field.
- Minimum of three (3) years of experience in environmental compliance, wastewater treatment, or industrial pretreatment programs.
- Knowledge of federal, state, and local regulations related to wastewater treatment and pretreatment, including the Clean Water Act and NPDES permitting.
- Experience conducting inspections, investigations, and enforcement actions related to environmental compliance.
- Strong analytical and problem-solving skills, with the ability to interpret complex regulations and technical data.
- Excellent communication and interpersonal skills, with the ability to work effectively with regulatory agencies, industrial users, and the public.
- Ability to prepare clear and concise reports, correspondence, and presentations.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and database management.
- Valid Arizona driver’s license and ability to travel to various locations within the city and region.
Preferred Qualifications
- Certification as a Grade III or IV Wastewater Treatment Plant Operator in Arizona.
- Certification in Industrial Pretreatment (e.g., Association of Boards of Certification (ABC) Pretreatment Certification).
- Experience with Geographic Information Systems (GIS) and water quality modeling software.
- Familiarity with Kingman’s wastewater treatment system and local industrial users.
