About the role

The City of Kingman is seeking a Water Quality & Compliance Specialist to ensure the city's water systems meet all federal, state, and local regulations. This position plays a critical role in safeguarding public health by monitoring water quality, conducting tests, and ensuring compliance with environmental standards.

Responsibilities

• Perform routine and specialized water quality testing and analysis for drinking water, wastewater, and reclaimed water systems.
• Monitor compliance with the Safe Drinking Water Act (SDWA), Clean Water Act (CWA), and Arizona Department of Environmental Quality (ADEQ) regulations.
• Prepare and submit regulatory reports to state and federal agencies, including the Arizona Department of Environmental Quality and the Environmental Protection Agency.
• Investigate and respond to water quality complaints and violations; recommend corrective actions.
• Develop, implement, and maintain water quality management plans and standard operating procedures.
• Coordinate with operations, engineering, and public works staff to address water quality issues and improve system performance.
• Conduct inspections of water treatment facilities, distribution systems, and wastewater treatment plants.
• Provide technical support and training to city staff on water quality regulations, sampling techniques, and compliance requirements.
• Maintain accurate records of water quality data, test results, and compliance documentation.
• Stay current with changes in water quality regulations and industry best practices; recommend updates to city policies and procedures as needed.

Requirements

• Bachelor’s degree in Environmental Science, Chemistry, Biology, Civil/Environmental Engineering, or a related field.
• Minimum of three (3) years of experience in water quality testing, environmental compliance, or a related field.
• Certification as a Grade 2 or higher Water Treatment or Wastewater Treatment Operator in Arizona, or ability to obtain within one year of hire.
• Knowledge of federal and state water quality regulations, including SDWA, CWA, and ADEQ requirements.
• Experience with water quality sampling, laboratory analysis, and data interpretation.
• Strong analytical, problem-solving, and organizational skills.
• Excellent written and verbal communication skills; ability to prepare clear and concise reports.
• Proficiency with Microsoft Office Suite and water quality data management software.
• Ability to work independently, prioritize tasks, and manage multiple projects under deadlines.
• Valid Arizona driver’s license and ability to travel to various city facilities and sites.

Preferred Qualifications

• Master’s degree in Environmental Science, Engineering, or a related field.
• Certification as a Grade 3 or higher Water or Wastewater Treatment Operator.
• Experience with Geographic Information Systems (GIS) and hydraulic modeling software.
• Knowledge of reclaimed water systems and Arizona’s reclaimed water regulations.
• Experience working in a municipal or government setting.
