Human Services Supervisor - BARC Outpatient
About the Role
The Broward County Board of County Commissioners is seeking a Human Services Supervisor to provide effective leadership, administrative oversight, and case management support within a dynamic human services environment at the Broward Addiction Recovery Center (BARC Outpatient). This role coordinates program operations, supervises staff, and ensures the delivery of high-quality services to vulnerable populations. The position contributes to policy development, assists with crisis intervention, and collaborates with external partners such as law enforcement and child protective investigators.
Responsibilities
- Oversee daily program activities and ensure consistent coverage across all locations.
- Assign, monitor, and adjust staff duties to support smooth operations.
- Review case and program records for quality, accuracy, and compliance with agency and funder requirements.
- Support adherence to treatment expectations, client behavioral guidelines, and safety protocols.
- Track operational concerns and trends; report findings and solutions to leadership.
- Assist with budget preparation and review program requests for goods and services.
- Supervise, evaluate, and support staff performance using appropriate HR tools.
- Provide coaching, mentoring, and regular feedback to promote professional development.
- Address performance concerns promptly to maintain a positive work environment.
- Provide back-up case management or counseling when needed.
- Participate in staff recruitment, hiring, and disciplinary actions.
- Ensure staff complete all required documentation accurately and on time.
- Provide case consultation and approve eligibility determinations or service recommendations.
- Assist staff with crisis intervention for high-risk participants and ensure proper documentation and follow-up.
- Provide direct services to program participants and caregivers when required.
- Facilitate communication across shifts and unit locations to ensure continuity of care.
- Collaborate with counselors, case managers, nursing, leadership, and community partners to coordinate services.
- Act as a liaison with community organizations to support integrated service networks.
- Consult with law enforcement, child protective investigators, and partner agencies as needed.
- Participate in developing program policies, procedures, and work plans aligned with performance improvement processes.
- Support accreditation and certification activities and participate in related reviews.
- Develop and deliver training on new systems, procedures, and emerging trends.
- Review staff use of electronic client service tracking systems and ensure proper application.
- Participate in supervisory, multidisciplinary, administrative, and performance improvement meetings.
- Provide expert witness testimony, depositions, or court statements when required.
- Assist clinical staff in preparing for judicial processes.
- Work nights, weekends, or holidays depending on area of assignment.
- Perform related work as assigned.
Requirements
- Bachelor’s degree from an accredited college or university with major coursework in social work, mental health counseling, marriage and family therapy, psychology, gerontology, or a closely related field.
- Two (2) years of experience in social services casework, counseling, or a closely related field, including six (6) months of lead work or supervisory experience.
- One year of relevant experience may substitute for each year of required education, depending on the area of assignment.
- Possess and maintain a valid Florida Class E Driver’s License based on area of assignment.
Preferred Qualifications
- Master’s or Doctoral degree from an accredited college or university in social work, gerontology, psychology, or a closely related field.
- Certified Clinical Trauma Professional (CCTP).
- Qualified Supervisor (renewable every 2 years by the Florida Department of Health).
- Certified WELLE Trainer (annual renewal).
- Certified Motivational Interviewing with the Motivational Interviewing Network of Trainers (MINT).
- 3+ years working in a trauma-informed care environment.
- 5+ years of experience with an evidence-based practice used for treatment of substance use disorders.
- 5+ years of supervisory experience.
- Bilingual.
