Human Resources Specialist
This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington, TN or Washington, D.C.
About the role
Incumbent serves as a Headquarters (HQ) HR Specialist servicing the Family Readiness Program (N91) and may perform one or a combination of the following functions within the HR Branch: Classification, Recruiting, Employee Relations, Labor Relations, Benefits, Retirement.
Responsibilities
- Performs analytical and technical work in recruitment, selection, and placement of employees to fill vacancies within the Family Readiness Program (N91).
- Serves as SME and provides analytical and technical advice and guidance to managers and/or supervisors on recruiting strategies and process, special programs, and relocation (e.g., Permanent Change of Station (PCS)) and retention programs.
- Performs all required duties related to recruiting (e.g., complex position analysis to determine position and skill requirements, recruiting resources, areas of consideration, and short and long-term recruiting needs; and working with managers and/or supervisors to prepare crediting plans).
- Initiates requests for personnel action by utilizing the CNIC NAF personnel database Systems, Applications and Products Human Resources (SAPHR) for recruitment, employee personnel data changes, processing of awards, etc.
- Ensures accurate and timely payments related to recruiting actions and PCS claims.
- Provides advice and guidance on PCS related issues to CNIC NAF HQ and Region staff.
- Serves as a member of the Management and Leadership Development Program (MLDP) and Intern Program (IP) team responsible for administering a program to train and develop individuals for placement into CNIC NAF HQ and/or Regional management positions (MLDP) and to recruit and place undergraduate and graduate level students into non-supervisory functional positions within organizations at CNIC HQ (IP).
- Interprets and applies OPM classification guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine appropriate title, series, and pay band/grade level.
- Identifies and determines position and skill requirements to create crediting plans to use in applicant qualification process.
- Analyzes resource requirements to identify key positions/competencies and develop training plans/developmental assignments for use with management development programs and/or intern programs.
- Provides advice and assistance and interprets policy and regulations related to employee relations and labor relations.
- Performs tasks associated with benefits program administration, interprets retirement plan provisions, reviews and verifies service information, calculates retirement estimates/benefits, and assists with actuarial validation.
- Analyzes and prepares clear, concise, and technically sound reports related to work within the Branch.
- Develops and effectively delivers presentations and/or training.
- Communicates effectively both orally and in writing.
Requirements
- Must pass all applicable records and background check.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must be willing to self-relocate to reside within a 50-mile radius of Naval Support Activity (NSA) Mid-South, Millington, TN.
Qualifications
- Three years of specialized HR experience (e.g., skill in applying HR principles, concepts, and practices, process personnel actions, prepare job descriptions and review qualification requirements) working in a HR office.
- Knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments in the areas of classification, recruiting, employee relations, labor relations, benefits, and/or retirement.
- Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform the full range of HR services.
- Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR.
- Skill in the use of a Human Resources Information System (e.g., SAPHR, Defense Civilian Personnel Data System).
- Skill in the use of Microsoft Office Programs (e.g., Word, Excel, PowerPoint, Outlook).

This position does not have a positive education requirement.

- Selectee may be required to complete a one (1) year probationary period.
