Position Purpose

The Human Resources Recruiter Temporary is a full-time role supporting full-cycle talent acquisition and recruitment process optimization. The position focuses on efficiently moving a high volume of positions through the hiring pipeline while maintaining compliance with federal and state regulations. The recruiter will collaborate with internal stakeholders to meet organizational recruitment goals.

Responsibilities

  • Execute all phases of the recruitment process, including sourcing, screening, interviewing, and onboarding.
  • Manage a high volume of requisitions and consistently advance positions through the hiring pipeline.
  • Develop and implement strategies to attract qualified candidates.
  • Post and optimize job advertisements and support a positive candidate experience.
  • Collaborate with external advertisers to support the placement and management of job postings.
  • Work with hiring managers to understand recruitment needs and support organizational objectives.
  • Coordinate and schedule interviews between candidates and interview panels.
  • Communicate with candidates throughout the recruitment process, providing timely updates, next steps, and disposition notifications.
  • Provide hiring managers with regular updates on candidate status and pipeline progress.
  • Manage job requisitions in Workday, including opening, updating, and closing requisitions.
  • Support the offer management process.
  • Initiate and track pre-employment activities such as background checks.
  • Use recruitment and organizational technology tools, primarily Workday and the Microsoft 365 suite, including:
    • Outlook
    • Teams
    • Word
    • Excel
    • Forms
    • Lists
    • OneDrive
    • OneNote
    • Planner
  • Maintain and update recruitment tracking lists and spreadsheets daily.
  • Track active positions, candidate status, and pipeline progress accurately.
  • Coordinate with Communications teams to support targeted social media campaigns for hard-to-fill positions.
  • Prepare and submit recruitment status updates and tracking reports.
  • Follow established recruitment SOPs, documentation requirements, and timelines.
  • Maintain knowledge of HR compliance requirements.
  • Ensure recruitment activities comply with applicable legal and organizational policies.
  • Identify and communicate opportunities to improve recruitment workflows and reduce inefficiencies.
  • Represent HR at agency events as assigned.
  • Perform other duties as assigned.

Requirements

Knowledge, Skills, Abilities and Competencies

  • Strong knowledge of full-cycle talent acquisition and recruitment best practices.
  • Understanding of federal and state employment regulations.
  • Strong organizational and problem-solving skills.
  • Ability to manage multiple recruitment processes simultaneously.
  • Excellent communication and interpersonal skills.
  • Ability to build relationships with candidates, hiring managers, and internal stakeholders.
  • Ability to work effectively in a fast-paced, high-volume recruitment environment.
  • Strong attention to accuracy, compliance, and process adherence.
  • Ability to manage complexity and multiple concurrent requisitions.
  • Strong results-oriented approach.
  • Effective written and verbal communication skills.

Education and/or Experience

  • Bachelor’s degree plus 1 year of professional experience in human resources management.
  • OR Master’s degree in Human Resources, Industrial/Organizational Psychology, Public Administration, Sociology, Psychology, or a closely related field, plus 1 year of professional experience in human resources management.
  • OR Equivalent combination of education and experience.

Qualifying HR Experience

Human resources management experience should include at least one of the following:

  • Job analysis
  • Position classification
  • Wage/salary and benefits administration
  • Civil rights administration
  • Recruitment
  • Payroll administration

Experience that was incidental to or not a major responsibility of the position may not qualify.

Preferred Qualifications

  • Proven experience in full-cycle recruitment, including:
    • Sourcing
    • Screening
    • Interviewing
    • Onboarding
  • Experience optimizing recruitment processes for efficiency and effectiveness.
  • Experience with applicant tracking systems, particularly Workday.
  • Strong experience with Microsoft 365 recruitment and productivity tools.
  • PHR or SPHR certification.
  • SHRM-CP or SHRM-SCP certification.

Physical Demands

  • Ability to remain seated for prolonged periods while working at a desk and computer.
  • Ability to move or lift up to 15 pounds when required.

Work Environment

  • Fully onsite office environment.
  • Regular use of computers, phones, copy machines, printers, and other standard office equipment.
