About the Role
The Human Resources Director (Director III) provides direction and guidance for all of TWC's Human Resources operations. This senior-level role involves establishing the strategic vision for the HR department, setting goals aligned with agency objectives, and developing policies and procedures that support the agency’s long-term mission. The Director oversees all HR functions, establishes priorities and standards, and leads a team of HR professionals with minimal supervision and extensive latitude for initiative and independent judgment.
Responsibilities
- Establish departmental direction, strategic plan, goals, and objectives.
- Develop, implement, and interpret HR policies and procedures to ensure consistency and compliance across the agency.
- Coordinate and evaluate program activities; review and approve budgets.
- Drive the "Reimagine HR" approach to innovate staffing and retention practices using predictive analytics to solve vacancy challenges and reduce turnover.
- Lead and mentor HR staff, communicating clear expectations and fostering a collaborative, high-performing team environment.
- Harvest and analyze data from HR systems to form conclusions and model predictive outcomes, particularly to identify turnover causes and improve retention.
- Master HR technologies at a micro level, including CAPPS, Taleo (and its replacement), and Work in Texas (and its replacement).
- Communicate complex concepts adaptably to diverse audiences, from executive leadership to new and disgruntled employees.
- Serve as a strategic partner to agency leadership by championing innovative staffing tools and helping departments staff their jobs effectively.
- Ensure compliance with Texas state employment laws and federal regulations in all HR operations, including recruitment, employee relations, and benefits administration.
Requirements
- Six years of full-time experience in the oversight and direction of an agency program or in strategic planning and policy development and implementation.
- Three years of experience must have been in an administrative management or supervisory capacity.
- Relevant academic credits may be applied toward experience qualifications.

- Data-Driven Decision Making: Proficiency in HR metrics, people analytics, and data management. Skilled in utilizing spreadsheets and databases to extract, manipulate, and synthesize information for strategic planning and workforce insights.
- Exceptional Communication: Strong written and verbal communication skills, with the ability to craft clear, concise messages and prepare effective reports.
- Deep Regulatory Knowledge: Thorough understanding of Texas state and federal employment laws, as well as local regulations relevant to program activities.
- Strategic Acumen: Skill in establishing plans, setting vision and direction for a department, and utilizing business principles for resource allocation and leadership.
- Problem Solving & Systems Thinking: Ability to understand how complex systems and processes connect; identify problems, evaluate risk, and implement effective solutions quickly and collaboratively.
