About the Role

This is a high-impact HR role for a professional who enjoys translating complex employment requirements into practical, effective workplace solutions. As the HR Specialist – Policy and Compliance, you will help shape Citywide HR policies and practices, monitor evolving employment laws and regulations, partner with leadership and the City Attorney’s Office, and provide guidance that supports consistent, compliant, and effective HR practices across the organization.

Responsibilities

  • Policy and Compliance: Lead the development, review, and modernization of HR policies and practices. Monitor changes in employment law and regulatory requirements, evaluate organizational impact, and partner with the City Attorney’s Office and other stakeholders to support compliance.
  • Implementation and Organizational Coordination: Work collaboratively with departments to promote consistent application of HR policies and identify operational considerations associated with new requirements.
  • Training and Advisory Support: Develop and deliver training and resources for managers. Provide knowledgeable guidance on HR policies, compliance requirements, job descriptions, compensation and HR practices.
  • Administration: Conduct reviews and audits of HR practices, maintain appropriate records, identify opportunities for improvement, and recommend solutions that strengthen compliance, consistency, and organizational effectiveness.

Minimum Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Legal Studies, or a related field
  • Minimum of three (3) years of progressively responsible professional human resources experience in employment-law compliance, policy development or administration, wage-and-hour compliance
  • An equivalent combination of education, training, and experience may be considered

Preferred Qualifications

  • Experience in local government, public-sector HR, or another highly regulated environment
  • SHRM-CP/SCP, PHR/SPHR, IPMA-CP/SCP, or comparable professional certification
  • Master’s degree in a related field

Pay

Hiring Range: $71,616 - $85,000 DOQ
