Main Purpose of Job
This position is located within MDA Fiscal Services - General Accounting Unit and performs general accounting functions for all MDA programs. Responsibilities include all aspects of accounts payable, accounts receivable, and cash receipts processing, transaction verification and reconciliation of Web Focus agency accounting system with FMIS (RSTARS) Control Accounting System, and the related financial analysis and preparation of financial reports (e.g., spreadsheets) for program managers and professional fiscal staff to assist them in resolving discrepancies, making corrections, recovery of reimbursable costs and analyzing the impact on budgets.
Responsibilities
- Process and reconcile Accounts Payable transactions by reviewing invoices, verifying supporting documentation, ensuring funding availability, and processing payments in accordance with State and federal regulations.
- Prepare, process, and reconcile journal entries, ensuring accurate posting to the general ledger and compliance with Generally Accepted Accounting Principles (GAAP), the General Accounting Division (GAD) Accounting Manual, and agency policies.
- Process and reconcile cash receipts and deposits, including daily deposits and lockbox transactions, while maintaining accurate financial records and ensuring proper revenue classification.
- Process and reconcile Accounts Receivable transactions by reviewing billing requests, preparing invoices, maintaining accurate financial records, and ensuring timely posting of receivables.
- Reconcile financial transactions between the State's Financial Management Information System (FMIS/R*STARS) and the agency's Web Focus accounting system, researching discrepancies, processing adjustments, and maintaining an audit trail.
- Prepare financial reports, spreadsheets, and ad hoc analyses to support program managers and fiscal staff with financial reconciliation, budget development, reimbursable cost recovery, and financial decision-making.
- Maintain electronic and paper fiscal records in accordance with agency record retention requirements and communicate with internal staff, vendors, and external partners regarding financial transactions, invoices, and payment status.
Minimum Qualifications
- Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
- Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.
Desired Or Preferred Qualifications
- Experience processing accounts payable transactions, including reviewing invoices and supporting documentation for accuracy and completeness and processing payments in accordance with established policies and procedures.
- Experience reconciling accounts payable or other financial transactions, researching and resolving discrepancies, processing corrections or adjustments, and maintaining accurate financial records and audit documentation.
- Experience in a customer service role where the incumbent had to communicate with staff and external stakeholders to resolve accounts payable inquiries and payment issues.
- Demonstrated ability to work independently, manage multiple priorities, meet established deadlines, and exercise sound judgment in completing detailed fiscal and accounts payable responsibilities.
- Experience using the state of Maryland's Financial Management Information System (FMIS) or a similar financial management system.
- Experience using Microsoft and Google Product Suites.
