This is a supervisory professional position accountable for the general services – supply, fleet, and fixed assets – for the department. The Department’s State Support Services office is a dynamic and critical function for fulfilling the Guard’s motto of “always ready, always there.” No two days are alike, and you will be interacting with a variety of state programs and military units to ensure readiness.

Responsibilities

  • Train and supervise a team to ensure supplies and equipment are provided for National Guard armories throughout the state.
  • Prepare an annual spending plan and monitor spending throughout the year to ensure the spending plan is followed.
  • Ensure oversight of State property books in coordination with armory and other National Guard programs.
  • Ensure property is properly tracked within State tracking systems.
  • Manage Guard surplus property and ensure it is properly handled whether through sale, disposal, or other transfer.
  • Provide oversight for the State vehicle fleet, ensure proper documentation is collected and maintained, ensure WEX (state fuel card) account is correctly managed and promptly paid.
  • Cook up and foster positive communication with the Department’s financial and procurement teams to ensure state policy and procedures are followed.
  • Prepare IFB’s (Invitation for Bid) for services and equipment.
  • Duties with considerable independence, while also showing good situational awareness in involving the supervisor when needed and seeking clarification and guidance when necessary.
  • Generally, receive and incorporate guidance and constructive feedback from supervisor and division/department leadership.

Requirements

  • 4-6 years of relevant experience or Bachelor’s degree in relevant field of study and 0-2 years of relevant experience. (Substitutions may be allowed.)
  • Exceptional customer service skills.
  • Able to work independently in assessing and managing priorities.
  • Effective written and oral communication with all levels of public and Department team members.
  • Ability to analyze facts, apply identified parameters, and draw conclusions.
  • A self-starter who takes ownership of responsibilities.
  • Organized and detail-oriented.
  • Adaptable to change, deadlines, and working with teams.
  • Able to establish and maintain effective working relationships with co-workers, other agencies, and vendors.
  • Experience with computers and desktop applications including Microsoft Office products.
  • Able to lift 50 lbs.
  • Able to operate tools for minor maintenance.
  • Able to operate a forklift or willing to learn to operate proficiently.

Preferred Qualifications

  • Knowledge of SAMII, Missouri BUYS and MOVERS.
  • Knowledge of Fleet Wave and WEX.
  • Knowledge of Missouri State Agency for Surplus Property (MOSASP) procedures.
  • Thorough knowledge of business management and administrative practices, policies, and procedures.
  • Thorough knowledge of state purchasing requirements and inventory control.

  • Successful background check results are required for employment in this position. This may include background checks involving a candidate's name and/or fingerprints and other screenings as needed for the specific position.
