About the role
Celestar Corporation is seeking an Expert Program Manager to support DIA China Mission Group (CMG) task order. The primary place of performance will be in the National Capital Region (NCR).
Responsibilities
- Maintains a weekly matrix of all available resources within DIA across the DIE, etc. and contingency factors that may drive staffing requirements.
- Coordinates a planning team that tracks intel requirement drivers, ensuring both the foreseen needs and potential staffing solutions to support those needs across the CMG operational spectrum.
- Manages project operations to ensure production schedules are met, system resources are utilized effectively, and proper relationships are established between customers.
- Identifies and mitigates risks and issues on projects including but not limited to systems, tools, equipment, software, facilities, and other activities.
- Coordinates resolutions to production-related problems.
Requirements
- Minimum 20 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
- Minimum of a Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
- Demonstrated ability to lead and manage large teams across CONUS and OCONUS.
- Demonstrated ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.
- Demonstrated analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft and techniques aligned with labor category mission.
- Demonstrated extensive ability to provide strategic advice, technical guidance and expertise to Defense planners and policymakers (e.g. Undersecretary level or higher).
- Active TS/SCI Clearance with a CI polygraph (adjudicated within the last 5 years).
Qualifications
- Education Substitution: In accordance with the SIA3 IDIQ labor category requirements, the Government may, at its sole discretion, accept additional relevant experience performing substantially similar duties in lieu of a specified degree requirement. Candidates lacking the stated degree are encouraged to apply if they possess extensive directly related experience.
