The Director of Business Development manages the team to develop winning proposals on time through the Shipley Proposal Process, manages department publications, builds data repositories using SharePoint, Quality Control, develops marketing products, manages the budgets for Pursuit and B&P, and coordinates three-year strategy plans with the GM’s.

Strategy & Planning
Develop and execute comprehensive marketing strategies, including digital, print, and social media campaigns to achieve company goals.
Campaign Management
Oversee the end-to-end planning and execution of promotional campaigns, from conceptualization to launch.
Market Research & Analysis
Analyze consumer behavior, market trends, and competitor activities to identify new opportunities and inform decision making.
Performance Metrics (KPIs)
Use analytics to track the success of campaigns, measuring metrics like conversion rates and ROI to optimize performance.
Budget Management
Allocate resources, negotiate contracts, and manage the marketing budget to ensure maximum return on investment.
Brand Management
Ensure consistent branding and messaging across all company materials and platforms.
Leadership & Collaboration
Manage proposal teams while collaborating with writers and reviewers to align with product win criteria.
Corporate Business Development and Marketing
Lead a diverse portfolio of programs and pursuits while driving both the sustainment of current business development targets and the expansion of a pipeline across DoW, commercial, and international Missile Defense and Aviation markets, from concept through bid submission.
Present campaign targets, win strategy, and product schedule to evaluate impact on company growth.
Key Responsibilities
- Develop early-win strategies for customer outreach and targeted influence, including initial technical discussions, white paper creation, and government relations/legislative advocacy planning.
- Manage pipeline growth by collaborating with operating units and capture teams, ensuring that customer needs are translated into tailored solutions and effective capture strategies.
- Drive customer engagement through scheduled strategic briefings, RFI responses, and cross functional meetings, supporting executive-level bid/no bid decisions.
- Oversee all stages of S3, Inc.'s Business Acquisition Process, from identifying new opportunities and setting pursuit priorities, to managing internal investments and ensuring successful capture outcomes.
- Convene multi-functional teams to innovate and deliver affordable, high-quality technology and engineering solutions.
- Lead publications to generate winning bids, following the Shipley Process.
Basic Qualifications
- 20+ years of relevant experience with a Bachelors’ degree, or 18 years of experience with an advanced degree.
- At least 5 years in capture management, business development, and proposal development for federal contract bids valued at $80M and greater for Space, Missile, and Aviation requirements for technical, programmatic, logistics, training, and maintenance services for CONUS and OCONUS programs.
- Proven ability to conduct independent initial technical and concept discussions with the space, missile, and aviation government customer community.
- Strong track record in identifying and qualifying new business opportunities in both domestic and international markets.
- Demonstrated expertise in shaping requirements, developing customer talking points, and representing the company at industry events.
- Proficiency with NextStage software and advanced data analysis for tracking and reporting.
- An active DoW secret clearance is preferred at time of application.
- Ability to travel 35% of the time to government customer locations.
Preferred Qualifications
- Advanced degree in STEM field or military training degree, plus a Bachelor degree in a related field, MBA is preferred.
- Domain expertise in missile and aviation customer CONOPS, and technical programmatic services, maintenance and training.
- Proven ability to develop and grow business development and capture teams, implementing best practices across the organization.
