Developmental Contract Specialist, NF-03
This job is open to U.S. Citizens, Nationals, or those who owe allegiance to the U.S., including military spouses of active duty service members or whose spouse is 100 percent disabled or died on active duty. Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three or more continuous years immediately preceding Federal affiliation may also apply. About the role
In a developmental capacity, you will receive training and close supervision while performing duties and responsibilities as outlined in the Contract Specialist, NF-4 position guide (PD 18909). You will gradually assume more responsibility and learn to perform the full scope of duties required for the position. Non-competitive promotion to Contract Specialist, NF-04 may be possible after one year of satisfactory performance, provided the target position aligns with the present title, pay plan, series, and pay band level.
You will complete a prescribed agenda of formal and informal classroom training, on-the-job training, and self-development as outlined in the individual Training Development Plan.
Responsibilities
- Receive training and supervision in performing contract specialist duties.
- Gradually assume increased responsibility to perform the full scope of duties.
- Complete formal and informal training, including classroom instruction and on-the-job development.
- Develop proficiency in principles and concepts of contracting.
- Perform market research as part of the training process.
Requirements
- Direct Deposit and Social Security Card are required upon appointment.
- Must meet qualification, eligibility, and background requirements for the position.
- Satisfactory completion of employment verification (E-Verify) check.
- One-year probationary period may be required.
- A valid passport may be required for overseas travel.
- Must reside within commuting distance of Fort Campbell, KY.
- Access to certain federal facilities may require a REAL ID-compliant driver’s license/ID or an Enhanced Driver’s License (EDL).
Qualifications
Resumes must be two pages or less and clearly verify qualifications. Government positions must include pay plan, series, grade, dates, and agency/department.
- At least one year of experience performing duties that equipped you with the knowledge, skills, and abilities needed for this role.
- Demonstrated experience in a customer service environment, providing a basic understanding of contracting principles and concepts.
- Proficiency in Microsoft Word, Excel, and other relevant software.
Highly Preferred Qualifications
- Relevant business acumen.
- Familiarity with Family & MWR Programs.
- Strong written and verbal communication skills.
- Experience performing market research.
- A bachelor’s degree with at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Education
Education is not required for this position and will not be used to determine minimum qualifications unless specified in the vacancy.
