This position is open only to current and former DoD NAF Employees and current, eligible DoD Appropriated Fund Employees. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three (3) or more continuous years immediately preceding the start of Federal affiliation are also eligible.
About the role
As senior contracting officer, you will manage the full range of contract management functions including all pre- and post-award functions on assigned procurements. You will advise leadership in the formulation of acquisition strategies and the division's strategic plan, serve on committees and process action teams, and provide technical guidance to outside agencies and other contracting officers.
Responsibilities
- Manage complex, multi-million-dollar procurements requiring source selection procedures.
- Interpret policy and provide guidance to customers, colleagues, and subordinates.
- Develop and recommend improvements in contracting procedures and initiate corrective action.
- Generate management information reports using automated procurement systems.
- Perform public relations and marketing duties, including article publication and presentations.
- Interface with policy division on procurement policies and procedures.
- Mentor junior contract specialists and serve on recruitment panels.
- May serve occasionally as a training instructor.
- Prepare complex request for proposals, acquisition plans, and performance work statements.
- Formulate acquisition strategies that meet customer's business objectives while adhering to contracting processes.
Requirements
- Direct Deposit and Social Security Card are required upon appointment.
- Satisfactory completion of employment verification (E-Verify) check.
- One-year probationary period may be required.
- A valid passport may be required for overseas travel.
- Required to file a confidential financial disclosure report.
- Resume must be two pages or less and clearly verify qualifications, including pay plan, series, grade, dates, and government agency/department for government positions.
Qualifications
- Minimum of 5 years of work experience directly relating to contracting for requirements over the simplified acquisition threshold (over $250K) utilizing formal source selection procedures.
- Demonstrated extensive knowledge of procurement regulations, contract laws, acquisition planning, government and commercial procurement practices, contract policies, and negotiation techniques.
- Proven leadership and customer service abilities, with the ability to meet stringent deadlines in a fast-paced environment.
- Demonstrated ability to obtain Certified Professional Contract Manager (CPCM), Defense Acquisition Workforce Improvement Act (DAWIA) II/III in contracting, or other applicable professional certification.
- Excellent organizational, written, and verbal communication skills, especially presentation skills.
- Proficiency in Microsoft Windows, Word, Excel, and contracting writing systems.
- Multi-million-dollar warrant holder.
- A bachelor's or master's degree and CPCM, DAWIA II/III in contracting, or other applicable professional certification (education is not required but may be considered).

- Duty station is Fort Sam Houston, TX; you must reside within commuting distance.
