Contract Specialist (Intermediate or Skill Level), NF-04.
About the Role
The incumbent serves as a Contract Specialist within the U.S. Army Installation Management Command, performing both pre-award and post-award functions using simplified acquisition techniques and methods. Work is designed for advancement to higher levels of performance under technical supervision.
Upon meeting training and competency requirements, the incumbent will be non-competitively reassigned to a higher-level Contract Specialist position (PD# 18908 or PD# 18907).
Responsibilities
- Perform contracting and procurement functions to purchase supplies and services using simplified acquisition techniques, including purchase orders, delivery orders, simplified acquisitions, blanket purchase agreements, and purchase card orders.
- Prepare and issue solicitations, negotiate awards, and evaluate bids or offers for responsiveness, price reasonableness, and responsibility.
- Review requirements packages for completeness, accuracy, and compliance with administrative, regulatory, and procedural requirements.
- Analyze requirements to determine the appropriate method of procurement and type of contract most favorable to the Non-Appropriated Fund Instrumentality (NAFI).
- Maintain effective relationships with internal and external customers, resolving disagreements with tact and diplomacy.
- Perform contract administration functions, including job-site visits for compliance checks and contract closeout upon completion.
- Serve as a warranted Contracting Officer within prescribed authority limits.
- Assist division members and participate in developmental assignments for more complex contract actions; may act as Team Leader as required.
- Plan, develop, and manage contractual actions for non-complex functional areas or recurring procurements.
- Perform the full range of source selection applicable to each procurement, including contract administration, change orders, contractor claims, and contract terminations.
- Monitor contractor performance to ensure compliance with contract terms, conditions, and specifications; may assign and work with Contracting Officer’s Representatives (COR).
- Prepare memorandums and procurement documents in accordance with policy and regulation.
- Use automated acquisition systems, Microsoft Office (Word, Excel, Outlook), and other procurement-specific software (e.g., PRISM, SNACS).
- Provide customers and contractors with special instructions on procurement issues and respond to routine contracting matters.
- Keep leadership informed of action statuses and provide input for management reports and the Strategic Plan.
Requirements
- Direct Deposit and Social Security Card required upon appointment.

Minimum Qualifications (Intermediate Level)
- At least one year of experience demonstrating knowledge of basic acquisition regulations, policies, laws, and techniques for simplified acquisitions.
- Experience applying simplified acquisition contracting principles, techniques, methods, and procedures.
- Experience evaluating offers for responsiveness, price reasonableness, and responsibility.
- Basic knowledge of sources of Government supply and services, including established and mandatory sources.
Highly Qualified (Skill Level)
Qualified candidates will possess the above qualifications, plus:
- Experience performing duties equivalent in scope and complexity to the next lower grade level, including:
- Applying contracting principles, regulations, laws, and procedures for pre-award and post-award procurement of non-complex actions.
- Managing the full source selection process.
- Technical writing for contracts, acquisition plans, source selection documentation, or stakeholder correspondence.
- Applying contract administration principles to monitor contractor performance, manage CORs, or resolve issues (e.g., modifications, disputes, payments).
- Knowledge of contracting principles and procedures for Government contracting using the full range of contract types.
- Knowledge of business strategy and technical requirements to analyze and evaluate financial, technical, and contractor performance.
- Skill in negotiation techniques to negotiate price, terms, and conditions of contracts and communicate with stakeholders.
- At least one year of experience in purchasing/procurement, providing technical guidance to colleagues and customers.
- Ability to independently plan and execute work, conduct negotiations, and inform supervisors of progress and problems with suggested solutions.
- Strong written and verbal communication skills; commitment to continuous learning and professional development.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and procurement-specific systems (e.g., PRISM, SNACS).
Preferred Qualifications
- Bachelor’s degree with a minimum of 24 semester hours of business courses.
- Certified Professional Contracts Manager (CPCM) or Defense Acquisition Workforce Improvement Act (DAWIA) Level II/III in contracting or other applicable professional certification.

Location
