The DAC, Office of Program and Project Management supports the management of construction programs and projects, serving as a strategic leader. They oversee the development and execution of a strategic vision that ensures federal real estate programs meet functional requirements and maximize long-term value.
Responsibilities
- Supports the management of construction programs and projects, ensuring they meet functional requirements and maximize long-term value.
- Leverages organizational knowledge to lead, develop, and facilitate a program office, managing resources, customer satisfaction, and program improvement.
- Works with executive level colleagues, employees, customers, and other stakeholders to identify, develop, and implement solutions, resolve conflict, and address issues related to the acquisition of construction services with broad, strategic level impacts.
- Manages or oversees a geographically dispersed portfolio with responsibility for continuously improving design and construction services across the portfolio.
- Adapts to changing client requirements, identifies new opportunities, and makes strategic decisions to contribute to overall agency goals and milestones.
- Drives efficient program execution by identifying and implementing cost-saving initiatives, demonstrating fiscal responsibility, and managing resources effectively.
- Conducts a sophisticated analysis of proposed plans, evaluates alignment with broader strategic objectives, financial resources, potential return on investment, and operational needs of federal agencies, GSA, and the public.
- Develops an effective risk assessment framework for the program office, creates accountability mechanisms, measures and benchmarks related costs, best practices, customer satisfaction, and quality to ensure outcomes meet the highest organizational standards with adherence to Federal laws and regulations.
- Ensures cost-effective program execution by identifying and implementing cost-saving initiatives, demonstrating fiscal responsibility, and managing resources effectively.
Requirements
This position requires full-time in-office presence. In rare instances, situational telework may be approved on a case-by-case basis.
Qualifications
- Mandatory Technical Competencies (MTCs): Demonstrated knowledge and experience planning, managing, evaluating, and overseeing high-profile, multi-million dollar real estate design and construction projects, ensuring they remain within scope and on budget. Experience must include managing or overseeing a geographically dispersed portfolio with responsibility for continually improving design and construction services across the portfolio.
- Executive Core Qualifications (ECQs): Demonstrated knowledge and experience leading, developing, planning, and facilitating a program office, sufficient enough to manage resources, customer satisfaction, and program improvement. Demonstrated experience working with executive level colleagues, employees, customers, and other stakeholders to identify, develop, and implement solutions, resolve conflict, and other issues related to the acquisition of construction services that have broad, strategic level impacts.

Pay
$151,661 - $209,600 per year
Schedule

Other Conditions of Employment
- Requires a background investigation and favorable adjudication for a Top Secret national security clearance.
- May be required to submit to a urinalysis screen for illegal drugs prior to appointment.
- Must file a Public Financial Disclosure Report (OGE Form 278) upon appointment.
- Must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
- Must serve a one-year probationary period unless previously successfully completed a one-year probationary period in the Senior Executive Service.
- Must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
- Appointment is contingent upon receiving a negative test result for illegal drugs.
- Must complete a Declaration for Federal Employment.
- Must have selective service registration.

Notice Regarding Salary
GSA has established Pay Tiers within the Governmentwide SES pay band and categorized each SES position in the agency into one of three tiers. This structure is designed to provide a more refined approach to executive compensation, aligning pay levels with the scope, complexity, and impact of each SES role. This is a Tier III SES position.
