About the role

The DAC, Office of Program and Project Management supports the management of construction programs and projects, serving as a strategic leader. They oversee the development and execution of a strategic vision that ensures federal real estate programs meet specific functional requirements and maximize long-term value.

Responsibilities

  • Supports the management of construction programs and projects, ensuring they meet specific functional requirements and maximize long-term value.
  • Leverages organizational knowledge to lead, develop, and facilitate a program office, managing resources, customer satisfaction, and program improvement.
  • Works with executive level colleagues, employees, customers, and other stakeholders to identify, develop, and implement solutions, resolve conflict, and address issues related to the acquisition of construction services.
  • Manages a geographically dispersed portfolio of high-profile, multi-million dollar real estate design and construction projects, ensuring they remain within scope and on budget.
  • Conducts a sophisticated analysis of proposed plans, evaluates alignment with broader strategic objectives, and ensures compliance with budget parameters and Federal laws and regulations.
  • Drives cost-effective program execution by identifying and implementing cost-saving initiatives, demonstrating fiscal responsibility, and managing long-term planning.
  • Monitors performance measures and metrics for program effectiveness, contributes to the strategic planning process, and develops business plans for implementation.
  • Develops an effective risk assessment framework for the program office, creates accountability mechanisms, and measures business standards, customer satisfaction, and quality against the highest organizational standards.

Requirements

This position requires full-time in-office presence. Relocation expenses and a relocation incentive may be authorized and paid by the General Services Administration. The position is subject to a one-year service agreement and requires the selectee to undergo a background investigation and receive a Top Secret national security clearance.

Qualifications

  • Mandatory Technical Competencies:
    • Experience planning, managing, evaluating, and overseeing high-profile, multi-million dollar real estate design and construction projects.
    • Experience leading, developing, planning, and facilitating a program office.
    • Experience working with executive level colleagues, employees, customers, and other stakeholders to identify, develop, and implement solutions, resolve conflict, and address issues related to the acquisition of construction services.

Pay

$151,661 - $209,600 per year.

Schedule

Full-time in-office presence. Relocation expenses and a relocation incentive may be authorized and paid by the General Services Administration.

Other Conditions of Employment

  • Critical Sensitive National Security Position requiring a Top Secret national security clearance.
  • Random drug screening required.
  • Pre-appointment waiver of the requirement for a Top Secret national security clearance may be approved.
  • One-year probationary period required.
  • Public Financial Disclosure Report (OGE Form 278) required upon appointment.
  • Veteran's preference does not apply to positions in the Senior Executive Service.
