Deputy Assistant Commissioner, Office of Program and Project Management - Public Buildings Service
Duties
The Public Buildings Service (PBS) is the landlord for the civilian Federal Government. PBS manages approximately 360 million rentable square feet of workspace for federal employees, including more than 1,600 Federally owned assets and almost 7,000 leased spaces.
The Deputy Assistant Commissioner (DAC), Office of Program and Project Management, serves as a strategic leader, supporting the management of construction programs and projects, while acting as a critical link between congressional funding, federal agency requirements, infrastructure development, and PBS staff.
The DAC, Office of Program and Project Management is responsible for supporting the development and execution of a strategic vision that ensures each program/project not only meets the specific functional requirements of federal agencies; but also, maximizes the long-term value and performance of the federal real estate portfolio.
- Manages or oversees a geographically dispersed portfolio with responsibility for continually improving design and construction services across portfolio.
- Leads, develops, plans, and facilitates a program office, sufficient enough to manage resources, customer satisfaction, and program improvement.
- Works with executive level colleagues, employees, customers, and other stakeholders to identify, develop, and implement solutions, resolve conflict, and other issues related to the acquisition of construction services that have broad, strategic level impacts.
- Develops an effective risk assessment framework for program office, while creating accountability mechanisms, identifies business standards, measures and/or benchmarks related costs, best practices, customer satisfaction, and quality sufficient enough to ensure outcomes meet the highest organizational standards with adherence to Federal laws and regulations.
- Ensures cost-effective program execution by identifying and implementing cost-saving initiatives, demonstrating fiscal responsibility, and strategic financial management.

Other Conditions of Employment
- This position is a critical sensitive national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance.
- If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.
- If tentatively selected, you will be required to submit a Declaration for Federal Employment.
- Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status.
- Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
- If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
- If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
- Veteran's preference does not apply to positions in the Senior Executive Service.

- Mandatory Technical Competencies: Demonstrated knowledge and experience planning, managing, evaluating, and overseeing; high-profile, multi-million dollar real estate design and construction projects, ensuring they remain within scope and on budget.
- Mandated Technical Competencies: Demonstrated knowledge and experience in leading, developing, planning, and facilitating a program office, sufficient enough to manage resources, customer satisfaction, and program improvement.
- Mandated Technical Competencies: Demonstrated experience working with executive level colleagues, employees, customers, and other stakeholders, to identify, develop, and implement solutions, resolve conflict, and other issues related to the acquisition of construction services that have broad, strategic level impacts.
