About the role

The DAC, Office of Program and Project Management supports the management of construction programs and projects, serving as a strategic leader. They oversee the development and execution of a strategic vision that ensures federal real estate programs meet specific functional requirements and maximize long-term value.

Responsibilities

  • Supports the management of construction programs and projects, ensuring they meet specific functional requirements and maximize long-term value.
  • Leverages organizational knowledge to lead, develop, and facilitate a program office, managing resources, customer satisfaction, and program improvement.
  • Works with executive level colleagues, employees, customers, and other stakeholders to identify, develop, and implement solutions, resolve conflict, and address issues related to the acquisition of construction services.
  • Manages a geographically dispersed portfolio of high-profile, multi-million dollar real estate design and construction projects, ensuring they remain within scope and on budget.
  • Leads change, develops innovative solutions to complex programmatic challenges, and translates high-level strategic goals into actionable initiatives.
  • Makes high-level data-driven decisions regarding programmatic operations, functions, and activities managed and/or facilitated by the Program and Project Management office.
  • Monitors performance measures and metrics for program effectiveness, contributes to the strategic planning process, identifies opportunities, addresses challenges, and develops business plans for implementation.
  • Develops an effective risk assessment framework for the program office, creates accountability mechanisms, and measures business standards, customer satisfaction, and quality to ensure outcomes meet the highest organizational standards.
  • Ensures cost-effective program execution by identifying and implementing cost-saving initiatives, demonstrating fiscal responsibility, and managing long-term planning.

Requirements

This position requires full-time in-office presence. Relocation expenses are reimbursable. The position is subject to a one-year service agreement and requires completion of a Public Financial Disclosure Report (OGE Form 278e) upon appointment. The position is critical sensitive national security, requiring a Top Secret clearance.

  • Mandatory Technical Competencies: Demonstrated knowledge and experience in planning, managing, evaluating, and overseeing high-profile, multi-million dollar real estate design and construction projects; leading, developing, planning, and facilitating a program office; working with executive level colleagues, employees, customers, and other stakeholders.

$151,661 - $209,600 per year
