About the role

Provides technical aid for law enforcement operations through monitoring real-time crime data, conducting initial analysis, and identifying crime trends, patterns, and emerging threats.

Responsibilities

  • Contributes to the department’s evidence-based policing efforts by producing timely, data-informed analysis in support of policy and operational decision-making.
  • Assists in evaluating potential threats by reviewing incident reports, communications, and behavioral indicators to assess the likelihood of violence or escalation.
  • Participates in the collection and analysis of intelligence from digital forensics reports, video feeds, and other multimedia sources to assist in case development and situational awareness.
  • Assists in conducting social network analysis under the guidance of senior analysts or investigators, contributing to the identification of persons of interest and criminal associations.
  • Develops statistical analyses to evaluate crime and to assess the impact of department missions and tactics.
  • Maintains crime databases and ensures data integrity by entering, updating, and verifying information.
  • Operates crime analysis software, law enforcement databases, and other technology platforms which support intelligence-led policing.
  • Utilizes information systems and crime mapping software to create reports, maps, and visual presentations for crime analysis briefings and graphic resources.
  • Prepares crime analysis reports, bulletins, and presentations for various internal and external stakeholders. Duties may include contribution to quarterly, annual, and ad hoc reports. May exchange and coordinate various reports and data sharing with outside entities.
  • Ensures compliance with proper management of criminal intelligence in accordance with local, state, and federal regulations.
  • May be assigned to Real-Time Intelligence Operations to provide immediate intelligence support during ongoing incidents, major events, or critical emergencies.
  • Responds to internal and public inquiries.
  • Performs related work as required.

Requirements

  • Associate degree in Criminal Justice, Data Analytics, Forensic Science, Geographic Information Systems (GIS), Information Systems, or a closely related field.
  • Three years of work experience in crime analysis.
  • Additional work experience in crime analysis or commissioned law enforcement may be substituted for the education requirement on a year-for-year basis.

All applicants must submit a Personal History Statement (PHS) form along with the online employment application for a background investigation. Applicants are subject to a thorough police background investigation, including but not limited to criminal history, pre-employment drug screening, and polygraph.

The City of Spokane provides a generous benefits package valued between $24,902 - $34,218.

Insurance Benefits

Eligibility: Coverage begins for new hires and their dependents on the first day of the month following 30 consecutive days of employment.

Eligible Dependents: Spouse or Domestic Partner, birth, adopted children or children placed for adoption, Domestic Partner's children, step-children who live with employee, and any child for whom employee is legal guardian or for whom coverage is required by a Qualified Medical Support Order. Adult children under age 26 are eligible.

  • Medical: Qualified employees may select from two health carrier options: a Health Maintenance Organization (HMO) administered by Kaiser Permanente or a Preferred Provider Option (PPO) administered by Premera Blue Cross. The monthly premium varies dependent upon plan and coverage level selected.
  • Vision: Vision coverage is included in the medical plan selected. Costs for eye exams and hardware (lenses, frames, or contacts) vary depending on the medical plan selected.
  • Dental: Dental insurance is provided by Delta Dental of Washington. The City pays the monthly premium in full for employee and eligible dependents.
  • Life Insurance - Employee Only: Basic Term Life Insurance is provided at one-and-a-half times the employee's annual base salary to a maximum of $150,000. The City pays the monthly premium in full.
  • Life Insurance - Eligible Dependent(s): Basic Term Life Insurance is provided at $5,000 for spouse/domestic partner and $2,000 for each child. The City pays the monthly premium in full.
  • Flexible Spending Account: The City offers two optional Flexible Spending Accounts (FSA) - Health Care FSA and Dependent Care FSA. The Health Care FSA allows an employee to use pre-tax dollars for eligible medical, dental, and vision expenses. The Dependent Care FSA allows reimbursement for eligible daycare expenses for dependent children up to age 13 and other eligible dependents as defined by IRS Code.
  • AFLAC: Supplemental insurance is optional and helps pay benefits that major medical insurance does not cover. The employee pays 100% of the monthly premium.
  • AudioNet Hearing Aid Benefit: Optional discounted Hearing Aid Program with fixed out-of-pocket costs.
  • LegalShield/ID Shield: Optional prepaid legal services and/or prepaid identity theft programs.
  • Pet Insurance: Optional Nationwide/Voluntary Pet Insurance for everyday pet care.
  • Voluntary Term Life Insurance: Optional additional coverage up to $300,000 for employees and their spouse/domestic partner, and up to $10,000 for dependent children. The employee pays 100% of the monthly premium.
  • COBRA: Employees separating from City service have the option to continue medical and/or dental insurance benefits. The employee pays 100% of the monthly premium in addition to a small monthly administrative fee.

Retirement Benefits

  • Spokane Employees' Retirement System (SERS): A defined benefit pension plan covering non-uniformed, permanent employees. Employees contribute 11% of their salary, and the City contributes an additional 11%. Employees hired on or after January 1, 2015 become vested at seven years of service.
  • Deferred Compensation: Enrollment in the City-sponsored 457 Deferred Compensation Plan allows participants to defer a portion of their salary on a before or after-tax basis. The City matches employee contributions up to $120/month.

Paid Time Off

  • Official Holidays: The City observes seven official holidays as paid. An additional eight hours of floating holiday time is provided for employees hired before the third Monday of January.
  • Floating (Personal) Holidays: Up to 48 hours administered throughout the year. Unused hours do not carry over and are not paid at termination.
  • Vacation Leave: Accrual depends on length of service, ranging from 12 days per year for new employees to 27 days per year after 20 years of employment. Unused hours carry over each year.
  • Sick Leave: Accrues at a rate of six hours per biweekly pay period. There is no maximum accumulation, and unused hours carry over each year.
  • Other Leaves: Includes bereavement leave, Family and Medical Leave, maternity leave, jury duty, and military duty leave.

Work/Life Programs

  • Employee Assistance Program (EAP): A referral and counseling service providing various services to employees and their household members, including confidential support.
