About the role

The Contract Specialist IV serves as a HUB Coordinator within the Procurement and Contracting Services (PCS) Division of the Texas Health and Human Services Commission (HHSC). Reporting to the HUB Manager, this position oversees HUB related activities and manages projects, tasks, and assignments.

Responsibilities

  • Determines and evaluates HUB subcontracting plans (HSP) for procurement and contract reviews.
  • Conducts HSP trainings, HSP Courtesy Reviews, and HUB Post-Award meetings.
  • Performs research for the HHS regarding potential HUB vendors and provides vendor lists.
  • Manages projects, tasks, and assignments with effective time management to ensure successful completion by established deadlines.
  • Updates and maintains databases (e.g., HUB Portal, HUB SharePoint) that include HUB vendors.
  • Serves on project and procurement evaluation screening teams for contract bids/proposals as needed.
  • Participates in HUB forums and related procurement and outreach events.

Requirements

A minimum of two years of contract management or contract-related experience is required. Certified Texas Contract Manager (CTCM) certification is required within six months of employment.

Qualifications

  • Knowledge of state laws relating to state contracts.
  • Knowledge of the Comptroller of Public Accounts (CPA’s) procurement processes, Vendor Management Program, HUB rules, policies, and procedures.
  • Ability to use the Microsoft Windows Suite of products including Microsoft Word, Microsoft Excel, and Microsoft Outlook.
  • Excellent written and oral communication skills.
  • Ability to construct and deliver clear, concise, and effective presentations to the general public regarding HHS and its components.
  • Ability to work tactfully and effectively with internal and external customers, in person, virtually, and/or on the telephone.
  • Ability to represent the agency at conferences, meetings, and forums.
  • Ability to handle multiple tasks and meet demanding deadlines.
  • Ability to work in a team environment.
  • Must have an aptitude for details.
  • Ability to report to the PCS Office or other assigned work locations as stipulated by the PCS HUB Manager.

Pay

$4,801.16 - $5,416.66 per month
