About the role

The Civil Project Manager leads multiple land development and civil site design projects from proposal through completion. This role combines technical civil engineering expertise with client-facing project leadership, overseeing planning, budgeting, design review, staff management, and overall project profitability.

Responsibilities

  • Manage multiple land development and civil site development projects simultaneously from proposal through completion.
  • Develop and manage project scopes, budgets, schedules, and detailed cost estimates.
  • Oversee the preparation and review of designs, plans, reports, specifications, and other technical deliverables.
  • Maintain and strengthen client relationships, serving as the primary point of contact for clients.
  • Coordinate effectively with local agencies, external consultants, and internal multidisciplinary teams.
  • Lead entitlement and permitting processes for site development projects, ensuring compliance with jurisdictional requirements.
  • Mentor, supervise, and support engineers and project staff, providing guidance on technical and project management tasks.
  • Support business development activities, including identifying opportunities for repeat business and expanding client relationships.
  • Apply strong understanding of local jurisdictional requirements to guide project approvals and agency coordination.
  • Oversee civil design aspects such as stormwater management, drainage design, site grading, erosion and sediment control, and BMP design.
  • Review and guide storm drain modeling and hydrologic calculations to support project design and regulatory compliance.
  • Ensure that all project work adheres to industry standards, regulatory requirements, and internal quality control procedures.

Essential Skills

  • Bachelor's degree in Civil Engineering or a closely related discipline.
  • 5–8+ years of experience in civil engineering, with a strong focus on land development and civil site design.
  • 5–8+ years of experience on land development engineering projects, including civil design, stormwater management, drainage design, site grading, erosion and sediment control, and BMP design.
  • 5–7+ years of land development and civil site design experience managing projects from planning through completion.
  • Proven project management experience overseeing budgets, schedules, and client relationships.
  • Experience managing site development projects through entitlement and permitting processes.
  • Proficiency in AutoCAD Civil 3D for civil site design and land development projects.
  • Strong understanding of local jurisdictional requirements and experience coordinating with regulatory agencies.
  • Experience with storm drain modeling and hydrologic calculations (preferred).
  • Assistant Project Manager or Project Manager experience (highly preferred).
  • Professional Engineer (PE) license or the ability to obtain a PE license (highly preferred).
  • Excellent communication skills, including the ability to interact effectively with clients, agencies, and internal teams.
  • Demonstrated leadership skills, including mentoring and supervising junior engineers and project staff.

Additional Skills & Qualifications

  • Professional Engineer (PE) license is preferred and strongly valued.
  • Previous experience managing project teams and mentoring junior engineers.
  • Existing client relationships and prior business development experience in land development or civil engineering.
  • Experience delivering commercial, residential, mixed-use, or municipal land development projects.
  • Experience with stormwater management, drainage design, erosion and sediment control, site grading, and BMP design.
  • Experience with storm drain modeling tools and performing hydrologic calculations.
  • Ability to coordinate effectively with multiple stakeholders, including agencies, consultants, and internal teams.
  • Strong organizational skills with the ability to manage multiple concurrent projects and deadlines.
  • Ability to work both independently and collaboratively within a multidisciplinary team environment.

Work Environment

This position is based out of a Herndon, VA office located in a vibrant part of the city. The office environment is highly collaborative, with civil and environmental teams working closely together and fostering a family-oriented culture. The role is typically in-office, with the potential for hybrid flexibility (approximately 2–3 days remote) after the first 30–90 days, depending on performance and project needs. The organization supports office sharing among its regional offices in the DMV area and is open to allowing team members to work from an alternate nearby office if that commute is more convenient.   • The pay range for this position is $110,000.00 - $147,000.00/yr.
