About the Role

The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response, and recovery measures.

The Central Branch Office assists local governments within the Central Regional Branch with preparedness, response, recovery, and mitigation activities on a day-to-day basis and during emergencies, incidents, and events. It also liaises and supports Division personnel and programs to effectively serve these partners.

The primary purpose of the Branch Manager position is to facilitate and administer all Division programs and projects related to preparedness planning, emergency management skills training, emergency and disaster exercises, emergency and disaster response, and disaster recovery within the respective Branch. This role serves as division leadership, ensuring effective delivery and coordination across the Branch and the Division with local, regional, state, federal, non-governmental, and private sector partners.

Each regional branch office serves 33 to 35 counties or jurisdictions on a day-to-day basis. This position is responsible for the direct supervision of personnel and operations of an assigned Regional Branch Office/Regional Coordination Center. The Regional Branch Manager supervises the following positions: five (5) Area Coordinators, one (1) Program Assistant, three (3) Multi-Hazard Planners, and others as assigned by Division Management.

This position works from the central regional branch office in Burlington, NC, and is eligible for part-time telework. It is subject to dispatch for emergency/disaster response anywhere in the state or to another state through the Emergency Management Assistance Compact. The role requires being on-call for emergency/disaster response 24 hours a day and serving as the on-call duty officer for the Central Branch Office as needed.

Candidates must live in-state in the assigned area of the Central Regional Office, currently live within 25 miles of the assigned area, or be able to relocate within 180 days of hire.

Responsibilities

  • Serve as division leadership, ensuring effective coordination across the Branch and Division with local, regional, state, federal, non-governmental, and private sector partners.
  • Supervise personnel and operations of an assigned Regional Branch Office/Regional Coordination Center, including five (5) Area Coordinators, one (1) Program Assistant, three (3) Multi-Hazard Planners, and others as assigned.
  • Respond to emergencies and disasters as a dispatched responder anywhere in the state or through the Emergency Management Assistance Compact.
  • Serve as the on-call duty officer for the Central Branch Office on a 24-hour basis as needed.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and six years of experience directing emergency planning or response activities, including two years of supervisory experience; or an equivalent combination of education and experience.
  • Must live in-state in the assigned area of the Central Regional Office, currently live within 25 miles of the assigned area, or be able to relocate within 180 days of hire.
  • Required to report on-site/in-office for the first 90 days of employment.

Preferred Qualifications

  • Experience in the preparedness, response, recovery, and mitigation phases of emergency management during disasters and emergencies.
  • Knowledge of emergency management laws and policies at the local, state, and/or federal level.
  • ICS 100, 200, 300, and 400 level certifications and All Hazards Incident Management Team (AHIMT) training and/or certifications and credentials.
  • Supervisory experience in emergency management.
  • Experience using common emergency management applications such as WebEOC, NC Terms, or ESRI AGOL Tools.

Pay

Salary Range: $63,927 - $111,871

Recruitment Range: $63,927 - $87,000
