About the role
The Bilingual Housing Case Manager will provide high intensity housing search and support to help clients access affordable, safe homes, improving their health outcomes.
Responsibilities
- Act in accordance with Victory Programs, Inc.’s Standards of Excellence, maintaining professional ethics, boundaries, and client confidentiality.
- Ensure policies and procedures of the programs are followed.
- Work with a caseload of 30-35 clients.
- Create an individualized housing service plan for each client, including short- and long-term goals.
- Identify and coordinate support services and resources to assist clients in achieving housing stability and self-sufficiency.
- Attend all housing-related appointments with clients, including interviews, appeals, and lease signings.
- Support clients in accessing and applying for resources such as income support, health insurance, and identification documents.
- Develop a resource network for people living with HIV in the Greater Boston area.
- Coordinate with existing service programs to maximize access to services.
- Contact housing authorities, landlords, and management companies to stay informed of available housing options, open waiting lists, and application processes.
- Assist clients in completing and following up on housing applications, researching available apartments, and attending related appointments.
- Document individualized housing service plans and maintain accurate client files and data-based records.
- Participate in team meetings, supervision, and training sessions.
- Provide housing search groups to program staff and clients.
- Research and identify available rental opportunities, educate clients about qualification requirements, and assist with the application process.
- Represent Victory Programs, Inc. in external meetings as requested.
Requirements
- Bachelor degree with 1-2 years’ experience preferred, or High school diploma with 3 or more years of client advocacy experience.
- Relevant experience in housing search, housing retention, case management, HIV services, and bilingual (English/Spanish, Haitian Creole) communication.
- Experience advocating for clients with government assistance agencies, housing authorities, private landlords, or realtors.
- Openness to harm reduction philosophy.
- Strong organizational, written, and verbal communication skills.
- Strong computer skills, including Google office suites and Internet use.
- Demonstrated ability to work successfully in multicultural settings with diverse client groups, including those with mental health concerns and substance use disorders.
- CPR certified (obtained upon hire).
- Complete TB screening (obtained upon hire).
- Three strong work-related professional references, at least two from managers or supervisors.
Qualifications
- A valid Massachusetts driver’s license with a safety driving points of 00, 99, 01, 02, or 03.

Pay
$27.04/hr
Schedule
Full-time position (40 hours weekly), Monday - Friday 9am-5pm. Hybrid eligible. Start date in August 2026.
