Immediate Execution
- Take ownership of any RFPs, RFIs, and vendor qualification forms currently in progress or upcoming, and manage them to submission without requiring a ramp-up period.
- Make bid and no-bid calls independently, based on deal fit, win probability, and strategic value, and explain that judgment to leadership rather than relying on a scoring template.
- Write the full range of proposal content personally, including narrative, technical, security, and pricing sections, coordinating with the Product and Clinical team and the Technology and Security team as needed.
- Moderate travel requirements to potentially: school district offices and K-12 purchasing conferences, state and local government procurement events, federal or military contracting conferences, healthcare system headquarters and purchasing events, cooperative purchasing organization meetings and trade shows.
- Manage submission logistics end to end, including deadlines, required certifications, insurance documentation, SAM registration, and W-9 forms.
- Responsible for contract management and post award responsibilities.
Function-Building
- Research and lead applications to cooperative purchasing vehicles, including TIPS, Sourcewell, OMNIA Partners, NASPO ValuePoint, and BuyBoard, to make PAR products purchasable without a new RFP for every buyer.
- Build and maintain a central content library of reusable proposal language, product specifications, past performance summaries, security documentation, and compliance forms, so future submissions can be assembled quickly rather than written from scratch.
- Establish a repeatable bid and no-bid framework, and document it so the process does not depend solely on this person's individual judgment over time.
- Track outcomes of submitted bids, request debriefs from buyers on losses, and report patterns and recommendations to Sales/BD leadership.
- Recommend when and how to add supporting headcount as bid volume grows across the three verticals.
- Auxiliary tasks as needed.
Qualifications
- Five or more years of experience in a bid manager, proposal manager, or government/institutional accounts role, with a track record of contracts won.
- Direct, hands-on experience with at least one cooperative purchasing vehicle (TIPS, Sourcewell, OMNIA Partners, NASPO ValuePoint, or similar), including having taken a product through the application process.
- Experience writing technical, security, and pricing sections of a proposal, not only narrative content.
- Background in at least one of the three target verticals - K-12 education, military/government contracting, or healthcare/clinical institutions - with working knowledge of how each buyer type evaluates a bid differently.
- Comfortable operating with significant autonomy and minimal process on day one.
- APMP certification preferred.
- Experience in HubSpot preferred.
