The Human Resources Division (HRD) partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the Department to carry out its mission to deliver quality public health services. The mission of HRD is to support CDPH in attracting, hiring, and retaining quality employees. A hybrid telework schedule may be available for this position in accordance with CDPH’s Telework Policy and Procedures. After completion of probation, the position may allow a hybrid schedule of up to three days of remote work and two or more days onsite each week. Telework eligibility and the amount permitted are determined by the Department and may change based on operational needs. All employees who telework must be California residents under Government Code 14200. Candidates residing outside California may be interviewed; however, the selected candidate must establish and maintain primary residency in California prior to appointment as a condition of employment.

About the role

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by leading, coordinating, and executing comprehensive readiness efforts for the California State Payroll System (CSPS) project. The Analyst III leads departmentwide CSPS readiness by directing high-impact project coordination, communication, training, business-process analysis, testing, and technical and reporting readiness. The incumbent serves as CDPH’s primary project manager and liaison with the State Controller's Office (SCO), Agency Change Expert (ACE), and Department Action Readiness Team (DART), supporting change-management and stakeholder engagement throughout implementation. This includes coordinating communication, monitoring readiness, and overseeing funding-tracking activities.

The Analyst III supports operational preparedness and operational efficiency by coordinating readiness efforts, ensuring system accuracy, reinforcing communication and training strategies, and collaborating with leadership and technical partners to enable successful departmentwide change. The incumbent works under the general direction of the Manager II, Chief of the Employee Relations and Resource Branch (ERRB).

Responsibilities

  • Lead and coordinate departmentwide readiness efforts for the California State Payroll System (CSPS) project.

  • Serve as CDPH’s primary project manager and liaison with the State Controller's Office (SCO), Agency Change Expert (ACE), and Department Action Readiness Team (DART).

  • Coordinate communication, monitor readiness, and oversee funding-tracking activities.
  • Support operational preparedness and efficiency by ensuring system accuracy and reinforcing communication and training strategies.

Pay

$6,623.00 - $8,290.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay by 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown do not reflect this reduction.

Schedule

Permanent, full time. Hybrid telework may be available after completion of probation, allowing up to three days of remote work and two or more days onsite each week. Telework eligibility and the amount permitted are determined by the Department and may change based on operational needs.
