The Center for Laboratory Sciences (CLS), located on a 29-acre Richmond campus, employs over 1,200 professionals focused on infectious disease and environmental testing, surveillance, and public health innovation. The Laboratory Field Services (LFS) branch ensures the accuracy and reliability of clinical and public health laboratory testing through licensure, inspection, proficiency testing, and oversight of laboratories, tissue banks, and blood banks. LFS also supervises the education, training, and licensure of laboratory personnel. This is a hybrid position requiring a few days per week in the office after in-person training. The Richmond campus offers secured free parking and free charging stations.

About the role

The Analyst II (Legislative Analyst) supports the Laboratory Field Services (LFS) branch by analyzing new legislation and reporting its impact on LFS and the Center. The role involves responding to assignments from the California Health and Human Services Agency (CHHS) and inquiries from stakeholders, legislators, and other governmental agencies. The incumbent reviews, tracks, and releases legislatively mandated reports, schedules and coordinates high-level meetings, and assists leadership in preparing for engagements with legislative staff and stakeholders. This position operates under the supervision of the Supervisor II, Assistant Branch Chief of LFS.

Responsibilities

  • Analyze new legislation and report its effects on LFS and the Center.
  • Respond to assignments from CHHS and inquiries from stakeholders, legislators, and governmental agencies.
  • Review, track, and release legislatively mandated reports.
  • Schedule, coordinate, and assist leadership in preparing for high-level meetings and conferences with legislative staff and stakeholders.

Requirements

  • If new to California state service, candidates must pass the examination for this classification to be hired.
  • Current state employees without transfer or list eligibility must also pass the examination for this classification.
  • This position is subject to the Personal Leave Program (PLP) 2025, which temporarily reduces monthly base pay by 3% in exchange for 5 hours of leave credits through June 2027.

Pay

Salary ranges (monthly):

  • ANALYST II: $6,031.00 - $7,547.00 (new hires start at the minimum salary).
  • ANALYST I (alternate ranges):
    • $3,861.00 - $4,839.00 (A)
    • $4,181.00 - $5,233.00 (B)
    • $5,014.00 - $6,276.00 (C)

Note: The listed salaries do not reflect the 3% PLP 2025 pay reduction.

Schedule

  • Permanent, full-time position.
  • Hybrid work arrangement requiring a few days per week in the office after in-person training.
