ANALYST II
About the role
The Analyst II works collaboratively with regional centers and community partners in the development, implementation, and oversight of the Self-Determination Program (SDP). This position may serve as a lead on a variety of projects involving interagency coordination and community engagement activities. The role is designated bilingual and requires the ability to perform essential job functions in Spanish a minimum of 10 percent daily.
Responsibilities
- Develop, implement, and oversee the SDP in coordination with regional centers and community partners.
- Lead projects involving interagency coordination and community engagement.
- Analyze technical materials such as directives, reports, presentations, or guidance documents.
- Identify and evaluate issues, interpret laws or regulations, analyze data to inform decisions, and develop recommendations to improve program operations or ensure compliance.
- Collaborate with community partners to support program or policy implementation.
- Offer guidance or technical assistance, facilitate training or outreach activities, and communicate complex information to diverse audiences.
- Support collaborative planning and community engagement efforts.
- Manage a fast-paced workload by organizing tasks, setting priorities, and meeting deadlines.
- Use Microsoft Word, Excel, PowerPoint, and Outlook proficiently.
Requirements
- Ability to perform essential job functions in Spanish a minimum of 10 percent daily (bilingual designation).
- Lawful authorization to work in the United States (the Department does not sponsor employment visas for this position).
- Residency in the State of California at the time of appointment (per California Government Code requirements).
- Proficiency in developing and analyzing technical materials, such as directives, reports, presentations, or guidance documents.
- Experience collaborating with community partners to support program or policy implementation.
- Strong critical thinking, organizational, and communication skills.
- Ability to work in a high-pressure, fast-paced environment with time-critical deadlines.
- Experience with interagency coordination and community engagement activities.
Desirable Qualifications
- Knowledge of the Lanterman Act and developmental services system.
- Familiarity with SDP, applicable state and federal laws, policies, and regulations.
- Understanding of Home Community-Based Services (HCBS) Waivers, State Plan Amendments, and CMS regulations for HCBS.
- Experience with community and group interaction in developmental disabilities planning procedures.
- Awareness of current trends in developmental disabilities, public health, and public welfare.
- Ability to develop cooperative relationships with state departments, regional centers, service providers, consumers, families, and communities.
- Experience working with professionals in the developmental disabilities field to align and improve services.
- Ability to assess situations, determine appropriate responses, and take timely action.
- Experience managing workloads, organizing tasks, setting priorities, and meeting deadlines.
- Independence in identifying tasks and following them through to completion.
- Ability to recognize emerging priorities and adjust work accordingly.
Working Conditions
- Hybrid position (in-office/telework) under Government Code 14200; may be subject to change.
- Incumbent may be required to report to the office or any designated location at any time.
- Telework agreements can be modified or canceled at any time.
- All commute expenses to the reporting location are the responsibility of the selected candidate.
- Work is performed remotely and in an open-partitioned office area.
- Position requires working on a computer and creating/reviewing documents.
Pay
Classification: Analyst II
Salary range: $6,031.00 - $7,547.00 per month.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
Eligible for a bilingual pay differential of $200.00 per month.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of Personal Leave.

Department Information
The California Department of Developmental Services (DDS) provides services and supports to individuals with developmental disabilities, including intellectual disability, cerebral palsy, epilepsy, autism, and related conditions. Services are delivered through state-operated developmental centers, community facilities, and contracts with 21 nonprofit regional centers.
The department is located in a modern, sustainable, and innovative office building at 1215 “O” Street, Sacramento, California. Amenities include first-floor retail space, a café with multiple vendors, and outdoor seating for meal breaks.
