ANALYST II

About the role

Under the direction of the Supervisor I in the Self-Determination Program (SDP) Branch, SDP Training and Outreach Unit, the Analyst II works collaboratively with regional centers and community partners in the development, implementation, and oversight of the SDP. The Analyst II may serve as a lead on a variety of projects involving interagency coordination and community engagement activities. This position is designated bilingual and requires the ability to perform essential job functions in Spanish a minimum of 10 percent daily.

Responsibilities

• Develop, implement, and oversee the Self-Determination Program (SDP) in collaboration with regional centers and community partners.
• Lead projects involving interagency coordination and community engagement.
• Develop and analyze technical materials such as directives, reports, presentations, or guidance documents.
• Identify and evaluate issues, interpret laws or regulations, analyze data to inform decisions, and develop recommendations to improve program operations or ensure compliance.
• Collaborate with community partners to support the implementation of programs or policies.
• Offer guidance or technical assistance, facilitate training or outreach activities, and communicate complex information to diverse audiences.
• Support collaborative planning and community engagement efforts.
• Manage a fast-paced workload by organizing tasks, setting priorities, and meeting deadlines.
• Use Microsoft Word, Excel, PowerPoint, and Outlook proficiently.

Requirements

• Ability to perform essential job functions in Spanish a minimum of 10 percent daily (bilingual designation).
• Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
• Strong critical thinking, organizational, and communication skills.
• Experience in analytical tasks, coordinating activities, providing technical assistance, and conducting effective research.
• Ability to independently identify tasks and follow them through to completion.
• Residency in the State of California at the time of appointment.
• Lawful authorization to work in the United States (the Department does not sponsor employment visas for this position).

Desirable Qualifications

• Knowledge of the Lanterman Act and developmental services system.
• Understanding of the Self-Determination Program (SDP), applicable state and federal laws, policies, and regulations.
• Familiarity with Home Community-Based Services (HCBS) Waivers, State Plan Amendments, and CMS regulations for HCBS.
• Experience with community and group interaction in developmental disabilities planning procedures.
• Awareness of current trends in developmental disabilities, public health, and public welfare.
• Ability to develop strong, cooperative, and harmonious relationships with state departments, regional centers, service providers, consumers, families, and other communities.
• Experience working directly with professionals in the developmental disabilities field to align and improve services for individuals with developmental disabilities.
• Ability to assess situations thoroughly, determine appropriate responses, and take timely effective action.

Working Conditions

• Hybrid, in-office/telework position (may be subject to change).
• Incumbent may be required to report to the office or any designated location at any time.
• Telework agreements can be modified or canceled at any time.
• All commute expenses to the reporting location are the responsibility of the selected candidate.
• Work is performed remotely and in an open-partitioned office area.
• High-pressure, fast-paced environment with time-critical deadlines.
• Requires working on a computer and creating/reviewing documents.

Pay

$6,031.00 - $7,547.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. This position is eligible for:

• Bilingual pay differential of $200.00 per month.
• Geographic retention pay differential of $250.00 per month.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of Personal Leave.

Department Information

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities. These disabilities include intellectual disability, cerebral palsy, epilepsy, autism, and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
