About the role

Under general guidance from the Human Resources Manager, provides high-level professional support, advice, analysis, consultation, and planning for academic and staff personnel at the Coastal Marine Sciences Institute. Additionally, this position will provide administrative support to the Institute of the Environment, which includes the Center for Watershed Sciences, Center for Health and the Environment, and the Natural Reserve System. This position will counsel unit directors, managers and employees on sensitive issues and provide advice and interpretation on human resource and payroll policies, procedures and internal protocols for both academic and staff personnel management. Ensure policy compliance and consistency with interpretation and application of UC policy/procedures, academic affairs, collective bargaining agreements and state and federal laws.

Responsibilities

  • Academic Personnel Analyst: 90%
  • Staff and Personnel Support: 10%

Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training
  • Minimum of five years progressive experience applying the principles and practices of human resource management and organizational development in a research unit
  • Experience working with academic affairs issues in an educational institution including the recruitment, appointment, and merit/promotion, retention, leave of absence, and salary administration policies and procedures
  • Coordinating academic personnel actions, for a variety of faculty and academic staff
  • Experience using campus payroll/personnel systems, including UC Path, MyInfoVault system, RECRUIT, APHID, Job Builder, and the Step Plus System
  • Experience interpreting and applying academic and staff personnel policies and procedures, regulations, and collective bargaining agreements, and MLAs in a university setting
  • Experience using organizational and time management skills to establish workload priorities and goals to coordinate projects and tasks with competing deadlines
  • Analytical and critical thinking skills to research and evaluate complex information and/or situations in an objective manner, forecast impact of potential action, and develop logical conclusions and recommend solutions or take actions
  • Organizational and problem-solving skills to manage problems in an objective manner and derive logical conclusions to provide a sound basis for establishing priorities, selecting appropriate courses of action for pursuit or recommendation to others, and meeting deadlines
  • Interpersonal and communication skills to communicate in person and on the telephone; to handle sensitive or difficult situations diplomatically; and to interact with individuals from diverse cultural and professional backgrounds
  • Skills to read, understand, and apply federal/state/University relations and policies

Preferred Qualifications

  • Experience with UC Davis policies and procedures and collective bargaining contracts for academic, staff and student appointments
  • Knowledge of Schools, Colleges and University administrative offices, administrative staff contacts, and policies and procedures
  • Experience preparing position descriptions, conducting recruitment plans, designing and conducting interview and selection processes in a University setting
  • Experience with UC Research unit’s programmatic and academic units to contribute to the cluster’s overall evaluation of academic reviews
  • Analytical experience and skills to review established policies and procedures, data, and situations for conformance with established guidelines
  • Computer knowledge and skills to utilize various programs and software for word-processing, spreadsheets, accounting database management programs such as Microsoft Word; Microsoft Excel, and Microsoft Outlook
  • Interpersonal, oral and written communication skills to interact professionally and effectively in person, on the phone, online, and via email, with a diverse group of staff, students and clientele in a collaborative team environment
