About the role
The Transportation Network and Mobility Manager is responsible for planning, directing, and supervising traffic engineering and transportation planning operations throughout the City of Commerce.
Responsibilities
- Captures and coordinates with the staff of other City departments regarding all projects related to traffic and transportation.
- Manages consultant contracts for design and implementation of traffic signal design plans, traffic control plans, specifications, drawings, and reports.
- Coordinates in-field work with City’s Streets Operations team, Traffic Signal Technician, Capital Investment Engineers team, and Construction Inspection team.
- Oversees the City’s traffic signal technicians, transportation planner(s), and transportation-related third-party contractors.
- Reviews and approves engineering drawings, specifications, and designs.
- Manages the City's implementation of the 2025 Safety Action Plan in partnership with the Public Works Director.
- Communicates and meets with the public addressing inquiries.
- Investigates, evaluates and addresses traffic requests, traffic control issues and complaints through the citizen work request system.
- Aids in the development and implementation of design manuals, ordinances, and procedures.
- Appears before the Planning Commission, the City Council, School Boards, and/or Neighborhood Associations on traffic-related issues and functions as the engineering liaison for engineering-related traffic issues as directed.
- Develops plans and priorities for traffic engineering, transportation planning, traffic signal and intelligent transportation systems, development review, roadway and intersection design, traffic engineering standards, and specifications.
- Reviews and evaluates traffic reports, construction plans, traffic control and access plans for compliance with City standards and supports developers and engineers with technical guidance on development projects.
- Prepares a variety of reports and analysis for the City Engineer as requested.
- Manages the City’s Traffic Calming Program.
- Handles the collection and analysis of traffic data related to traffic hazards, accidents, volume, flow, speed, direction, circulation, and road capacity.
- Manages the City’s Traffic Operations Center, traffic signals and associated fiber network.
- Aids in creating a positive and supportive work environment and establishes a culture of teamwork and communication that promotes workplace diversity, equity, and inclusion.
- Performs other duties as assigned.
Essential Supervisory Duties
- Exercises direct supervision over assigned staff.
- Prepares timely performance evaluations that clearly define expectations.
- Documents performance highlights and provides regular coaching and accurate feedback to employees.
- Establishes performance standards and controls.
- Develops recommendations regarding selection, hiring, training, evaluating, and disciplining assigned employees.
- Mentors staff and identifies training opportunities to maximize performance.
- Maintains performance standards, completes performance evaluations, allocates personnel assignments and acts on employee personnel matters.
- Participates in the selection of new employees.
- Makes decisions regarding discipline and termination as needed.
- Performs supervisory activities including instructing, assigning, and reviewing work.

Qualifications
- Bachelor’s degree in Civil Engineering or a closely related field from an ABET-accredited institution.
- Must be registered as a Professional Engineer or Professional Traffic Operations Engineer in the State of Colorado, or have the ability to obtain license within six months of hire.
- Five (5) years of progressive engineering experience in transportation planning and engineering required.
- Technical knowledge of traffic operations, traffic control, transportation networks, and civil engineering required.
- Must possess a valid driver’s license.
