About the role
This position provides entry-level administrative support and develops knowledge and skills for processing basic permit types. Under the direction of the Permit Supervisor or guidance from a Permit Technician III, the Permit Technician II is responsible for reviewing, processing, documenting, and monitoring any encroachment work affecting the operational control or the use of highway right of way. This includes processing and issuing a variety of permits which define the requirements for use of state highways, for all uses other than travel by the public. Examples of permits include, but are not limited to, physical encroachments in the right of way, temporary traffic control plans, utilities, special events, environmental clearances, and Adopt-A-Highway permits. The position also ensures all encroachment program permit requirements are met and work is performed in compliance with the applicable laws, rules, regulations, and standards.
Responsibilities
- Communicates with customers, permittees, ADOT staff, local government agencies, utility companies, contractors, and engineering firms regarding the permit process, providing instructions, and guidance on permit applications, including required documents such as temporary traffic control plans, insurance and bonding, environmental clearances, and plan requirements.
- Reviews permit submittals for compliance with Federal Highway Administration & ADOT standards and specifications.
- Ensures proposed work is in compliance with rules, regulations, and policies of Arizona Revised Statutes governing or affecting use of ADOT Right of Way.
- Coordinates and performs plan reviews across multiple agency departments.
- Monitors and oversees the progress of the permit approval process.
- Conducts administrative and substantive reviews, citing specific ADOT Standard Specifications and Drawings to match the project scope.
- Verifies the quality, accuracy, and compliance of all supporting documentation.
- Processes permit addendums, time extensions, work notifications, and final letters of acceptance.
- Partners closely with field inspectors to monitor and approve ongoing work.
- Ensures compliance with statutes and permit requirements by monitoring and evaluating encroachment permit activities.
- Organizes and prioritizes work assignments.
- Conducts, provides, and assists in research for internal and external customers.
- Assists with research for the State Attorney General's Office for litigation reviews, under the direction of the permits supervisor.
- Participates in Arizona Management System activities such as huddles, problem solving, kaizens, 5S, process mapping, and standard of work.
- Coordinates and attends meetings such as pre-design and scoping, pre-application, preliminary site reviews, pre-construction, and other meetings.
- Performs field reviews to assure compliance of permit requirements and investigates reported or discovered ADOT Right of Way encroachments to determine validity.
- Determines and assesses technical aspects of permit and ADOT Right of Way encroachment violations and makes recommendations for corrections or issues.
- Composes letters for Notice of Encroachment Violations.
Requirements
- Knowledge of Google Suite applications, Adobe Acrobat, ADOT Permit Database, ROAD Portal, Right of Way and highway maps, and plans.
- Understanding of statutes, administrative rules, standards, guidelines, and policies pertaining to permits, utility and railroad roadway, bridge, drainage and materials design, road and bridge construction, and standard drawings for construction.
- Familiarity with Temporary and Permanent Traffic Control, ADOT Traffic Design Guidelines, and AZ Blue Stake (811) requirements.
- Awareness of environmental requirements and clearances.
- Knowledge of tools, equipment, and materials used for highway construction and utility installations.
- Understanding of Right of Way methods and documents for acquisition and disposal of real property.
- Ability to research assessor's databases, property records, and GIS systems.
- Skills in written and verbal communication, including depositions and testimony in a court of law.
- Ability to organize and prioritize work assignments.
- Proficiency in researching databases and external sources.
- Comprehension of construction sequencing, construction methods, and construction standards.
- Ability to interpret field inspection data and diaries.
- Skills in field monitoring of temporary traffic control plans.
- Strong interpersonal relationships & customer service as applied to members of the public, agency, and local governments.
- Ability to work with difficult members of the public.
- Capability to visualize the impact of proposed encroachments and determine possible mitigations needed.
- Ability to assist in training and guide staff members in permit-related issues.
- Skills in reviewing and approving all levels of utility plans and basic business types of permits.
- Ability to develop standard work and process improvements for team members.
- Capability to multi-task on a variety of permits and projects with critical deadlines.
- Proficiency in organizing, prioritizing, and tracking work assignments.
- Ability to read and interpret a variety of technical engineering documents.
Qualifications
- High school diploma or GED preferred.
- Permit processing, highway maintenance, engineering plan reading, or construction experience preferred.
Pre-Employment Requirements
- Valid driver's license. This position requires driving or the use of a vehicle as an essential function of the job. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended.
- Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.
- An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Pay
$48,437.28 - $58,437.28 annually, with an anticipated salary of $53,437.28.
