About the role

This position provides a high level of administrative support and expertise. The Permit Technician is responsible for reviewing, processing, documenting, and monitoring any encroachment work affecting the operational control or the use of highway right of way. This includes processing and issuing a variety of permits which define the requirements for use of state highways, for all uses other than travel by the public. The position also assures all encroachment program permit requirements are met and work is performed in compliance with the applicable laws, rules, regulations and standards.

Responsibilities

  • Communicates (written and verbally) with customers, permittees, ADOT staff, local government agencies, utility companies, contractors and engineering firms. Communication typically includes explaining the permit process and giving instructions and guidance on the permit application to include all required documents such as temporary traffic control plans, insurance and bonding, environmental clearances.
  • Conducts administrative and substantive reviews.
  • Prepares permit packages, citing specific requirements from ADOT Standard Specifications and Standard Drawings to address the scope of work. Assures all supporting documents are part of the permit package and distributes permit to all appropriate parties.
  • Prepares permit addendum to the work, grants extensions of time, issues letters of acceptance for completed work.
  • Reviews permit submittals for compliance with FHWA & ADOT standards and specifications. Assures proposed work is in compliance with rules, regulation and policies of Arizona Revised Statutes governing or affecting use of ADOT Right of Way.
  • Performs basic plan review and coordinates reviews by other departments within the agency.
  • Oversees and monitors progress of permit process. Ensures compliance with statutes and permit requirements by monitoring and evaluating encroachment permit activities.
  • Organizes and prioritizes work assignments.
  • Conducts, provides, and assists in research information for internal and external customers.
  • Assists with research for the State Attorney General's Office for litigation reviews, under the direction of the permits supervisor.
  • Participates in Arizona Management System activities such as huddles, problem solving, kaizens, 5S, process mapping and standard of work.
  • Coordinates and attends meetings such as pre-design and scoping, pre-application, preliminary site reviews, pre-construction, and other meetings.
  • Performs field reviews to assure compliance of permit requirements and investigates reported or discovered ADOT Right of Way encroachments to determine validity.
  • Determines and assesses technical aspects of permit and ADOT Right of Way encroachment violations and makes recommendations for corrections or issues.
  • Composes letters for Notice of Encroachment Violations.

Requirements

  • Knowledge of statutes, administrative rules, and policies pertaining to permits.
  • Knowledge of ADOT Utility and Railroad Accommodation Guidelines as applied to utility construction and maintenance of encroachments permits.
  • Knowledge of ADOT requirements for design, construction, and Temporary and Permanent Traffic Control.
  • Knowledge of environmental requirements and clearances under NPDES/AZPDES (N.O.1.s, SWPPP, MS4).
  • Knowledge of American Association of State Highway and Transportation Officials (AASHTO) and Federal Highway Administration (FHWA) Guidelines.
  • Knowledge of tools, equipment, and materials used for highway construction and utility installations.
  • Knowledge of Intergovernmental Agreements (IGA's) and Joint Project Agreements (JPA's).
  • Knowledge of Right of Way methods and documents for acquisition and disposal of real property.
  • Knowledge of the ADOT Permit Database, ROAD Portal, and Right of Way and highway maps and plans.
  • Skill in customer service, providing guidance, handling difficult customers, and educating processes to inform customers.
  • Skill in written and verbal communication, depositions, and testimony in a court of law.
  • Skill in organizing and prioritizing work assignments.
  • Skill in reading and interpreting a variety of technical engineering documents.
  • Skill in researching, utilizing available ADOT programs and databases, and external sources in gathering information.
  • Ability to understand construction sequencing, methods, and standards.
  • Ability to interpret field inspection data and diaries.
  • Ability to perform field monitoring of temporary traffic control plans.
  • Ability to handle complex permit types with little to no supervision.
  • Ability to visualize impact of proposed encroachments and determine possible mitigations.
  • Ability to perform complex records searches, data analysis, word processing, and spreadsheets.
  • Ability to research assessor's databases, property records, and GIS systems.
  • Ability to assist, train, and guide staff members in permit-related issues.
  • Ability to review and approve all levels of utility plans and basic business types of permits.
  • Ability to develop standard work and process improvements for team members.
  • Ability to multi-task with critical deadlines.
  • Ability to organize, prioritize, and track work assignments.
  • Ability to safely operate a State vehicle.

Qualifications

  • High school diploma or GED preferred.
  • Permit processing, highway maintenance, engineer plan reading, or construction experience preferred.
  • Valid Arizona driver's license required.

Pay

$48,437.00 - $58,437.00 annually (Anticipated starting salary: $53,437.00)
