Transportation Engineer Manager Senior

About the role
Manages the Project Management Group responsible for delivering approximately 150 design projects annually. Oversees statewide design, bid, and build projects, including the Maricopa Association of Governments (MAG) and Pima Association of Governments (PAG) regions, and ensures Certification Acceptance (CA) agency compliance for federal reimbursement. Provides leadership, development, and mentoring to approximately 40 project managers and oversees the Project Development On-Call and Supplemental PM Contracts used to procure engineering consultant services supporting ADOT's Five Year Capital Improvement Program. Overnight travel may be required.

Responsibilities
- Directs and manages construction document program delivery of ADOT's five-year capital improvement program with all Discipline Group Managers, federal agencies, and consultant partners.
- Leverages and maintains alliances with third-party agencies and internal groups to meet project scope, schedule, and budgets.
- Assists MAG with the execution of the regional freeway program associated with PROP 479, including:
- Oversight of project cost estimate updates twice a year.
- Development of corridor management and financial plans required by FHWA.
- Development of yearly inflation factors to be applied to projects.
- Development of utility and right-of-way management plans.
- Conducting special studies as needed.
- Represents ADOT/PDO in the negotiation and execution of agreements with private entities and government organizations.
- May drive a State Vehicle during the course and scope of ADOT business.
- Represents the project management group on the ADOT Program Leadership Team.
- Develops and monitors dashboards to administer overall program delivery.
Requirements
- A minimum of 10 years of experience in linear transportation project delivery is required.
- Licensure as a Professional Engineer (PE) or Certification as a Project Management Professional (PMP) through the Project Management Institute may be substituted for up to 4 of the 10 years of required experience.
- A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within six (6) months of employment start date.
- This position requires driving or the use of a vehicle as an essential function of the job. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended.
Skills
- Knowledge of transportation industry guidelines and performance-based practical design.
- Knowledge of project management tools including critical path schedules, dashboards, and earned value computations.
- Skilled in verbal and written communications with strong customer service and closure skills.
- Skilled in management and oversight of direct reports and their staff.
- Ability to effectively articulate and synthesize complex projects and opportunities with other ADOT groups and external stakeholders.
- Ability to travel including overnight lodging.
Pay
Salary Range: $132,280 - $142,280
