About the Role

This position serves as the District Local Public Agency (LPA) Coordinator, responsible for managing the District LPA Team and ensuring the timely and compliant delivery of District 8's LPA program of capital projects. The role ensures LPA team members are trained and equipped to administer projects, local agencies follow ODOT project delivery requirements, and serves as a point of contact for ODOT and external funding program managers.

The role requires programming and managing projects in ODOT's ELLIS system, representing ODOT at meetings with both internal and external customers, and following directives from the Office of Local Programs in ODOT Central Office.

Responsibilities

  • Develops engineering policies and plans projects concerned with unique or controversial problems which have significant impact on major organizational programs.
  • Provides technical advice and guidance to LPA’s on contracts involving projects (e.g., pavement, bridge, enhancements, sidewalks, infrastructure maintenance) receiving state and federal funds.
  • Coordinates obtaining contracts for engineering services from outside sources, ensures all contractual policies and procedures are followed, reviews and recommends invoices for payment, and contract agreements and modifications for approval.
  • Coordinates LPA activities with other sections within the District Office, Central Office, Federal Highway Administration (FHWA), Office of Jobs & Commerce, Rail Commission, local officials, consultants, and Metropolitan Planning Organizations (MPOs).
  • Advises offices, consulting firms, local public agencies, and others with projects/problems in assigned area of expertise where established policy does not apply.
  • Coordinates, reviews, and/or recommends funding applications for Local Programs; assists in the development of funding plans to match federal and local funds.
  • Coordinates local participation in Transportation Improvement Plan.
  • Utilizes computer systems (e.g., ELLIS, Enterprises Information Management System (EIMS)) to assure accurate and timely updating of management information systems related to program delivery, ensuring business rules, policies, and procedures are implemented and maintained.
  • Supervises and leads transportation engineers, technicians, and support personnel by assigning tasks, monitoring work progress, and evaluating completed work on highway plans.
  • Performs supervisory responsibilities including completing performance evaluations, coaching staff, and approving leaves for subordinate staff.
  • Keeps abreast of new scientific methods and developments affecting the department and recommends changes in program emphasis.
  • Represents the administrator in the administration of multiple complex projects, programs, and directives; develops and/or revises policies and directives based on field observation and testing.
  • Assesses feasibility and soundness of proposed engineering designs when necessary data is insufficient, implements test studies, and recommends adoption of new procedures, policies, and equipment purchases.
  • Signs plans and other engineering documents as a registered professional engineer.
  • Researches plan preparation, reviews complex engineering reports, and analyzes bids.
  • Provides budgetary information to supervisor and/or makes recommendations to assist with long-range planning.
  • Reviews final construction plans of multiple complex projects to assure conformance with state specifications.
  • Independently generates and signs external and internal correspondence; meets with, advises, and counsels engineers, consultants, contractors, and officials from other political subdivisions on departmental policy.
  • Meets with District personnel, Central Office, governmental agencies, consultants, and the public on matters related to Local Programs and projects.
  • Serves on various internal and external committees; assists in research projects with other departments.
  • Testifies in civil court proceedings as an employee of the Department; represents the department at conferences to resolve questions.
  • Travels throughout the district to conduct field reviews of project implementation and/or reviews sites of proposed projects to ensure project adaptability.
  • Attends meetings and training seminars; performs other work-related duties as assigned by supervisor.

Requirements

  • Licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors.
  • Two years of experience as a group or project leader or supervisor providing work direction and training to employees engaged in engineering projects, or two years of experience in managing engineering research projects.
  • If assigned to operate a state vehicle to travel to and inspect project sites, must possess a valid driver’s license.
  • Alternative qualification: Licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors and 12 months of experience as a Transportation Engineer 3, 85643.
  • Equivalent of Minimum Class Qualifications for Employment may be substituted for the experience required, but not for the mandated registration.
