This position is contingent upon contract award. On-site location at the Center for Seabees and Facility Engineering (CSFE), Naval Base Ventura County, Port Hueneme, CA.

About the Role

As the technical subject matter expert (SME) for the Seabee Readiness Division within CECOS, the Objective Training Specialist will research educational technologies, develop training materials, and support professional development initiatives. Qualified candidates should have senior enlisted Naval Construction Force or Civil Corps Officer experience.

Responsibilities

  • Research current educational technologies to ensure material is appropriate for the intended audience, environment, and context.
  • Provide training in structured writing, effective writing techniques, and test writing principles to course writers.
  • Coordinate and plan a variety of professional development workshops in support of the CSFE mission.
  • Conduct performance analysis and training needs assessments to assess client situations and identify critical performance gaps.
  • Employ techniques of systems thinking, job design, and process management to prescribe proper interventions.
  • Provide facilitation support for internal and external clients.
  • Create original course and testing material by conferring with SMEs and researching technical publications.
  • Maintain professional development supplies and materials.
  • Address issues regarding system application and functionality.

Requirements

  • 5 years of experience performing all aspects of training system analysis and design, including leading a multi-disciplinary training design implementation team.
  • Substantial experience in the Naval Construction Force.
  • Knowledge of government (Navy) training doctrine, manuals, and systems, including curriculum development and maintenance guidance.
  • Proficiency with curriculum development and maintenance software, courseware development authoring tools, and web-based collaboration tools (e.g., Microsoft Office 365 Suite, Adobe Acrobat and Captivate, Moodle).
  • Strong written and verbal communication skills, including the ability to read, interpret, organize, and synthesize source material into well-written, concise technical reports in approved formats.
  • Experience performing Job Task Analysis.

Work Environment

  • On-site at the Center for Seabees and Facility Engineering (CSFE), Naval Base Ventura County, Port Hueneme, CA.
  • Candidates should be local to Naval Base Ventura County or surrounding areas.
  • Ability to lift items and/or equipment up to 50 lbs. on limited occasions.
  • Travel up to 10% anticipated.

Employment Status
